Company/Position Overview:

Salient CRGT seeks a Congressional Correspondence Editor for one of our leading Federal customers: the Research and Development Directorate of the Defense Health Agency (DHA), J-9.

J-9 delivers value to the military and Veteran communities by shepherding innovative material and knowledge products from concept through final product development into the hands of providers and warfighters. We instill best business practices in the creation of these products with the aim to reduce practice variation, enhance pathways of care, improve health, and increase the lethality of a medically ready force.

The Correspondence and Task Management Office (CTMO) is a functional area of J-9 Headquarters’ Business Support Operations Division. This team maintains primary responsibility for the coordination of taskers, including those received from higher authorities such as the Office of the Secretary of Defense, Congress, and the White House. CTMO also intakes, reviews, and prepares all actions routed for J-9 senior leadership approval. In addition, CTMO advises staff on the Military Health System’s governance structure and decision making process, procedures for formal coordination with offices both internal and external to DHA, and offers training for Action Officers across J-9 divisions.

The ideal candidate will have a deep understanding of the legislative process, experience preparing correspondence to members of Congress, and the ability to track bills and legislation of interest to J-9. The candidate must also possess the necessary organizational skills to maintain ongoing list of materials due to Congress, establish timelines for due dates, and track the progress. Experience managing tasks and correspondence pertaining to intergovernmental affairs and working in a high-tempo environment with rapidly shifting priorities is desired for this role.

Duties and responsibilities:

  • Manage all Congressional correspondence for the J-9 directorate.
  • Provide policy analysis and regular status briefings on congressional tasks to J-9 leadership.
  • Coordinate with J-9 Action Officers responsible for developing reports, briefings, and other deliverables required by Congress to review requirements, establish timelines, and identify milestones.
  • Prepare J-9 leadership for Congressional hearings and facilitate development of the written and oral testimonies.
  • Utilize the Correspondence and Task Management System (CATMS) to intake, assign, and monitor directorate tasks.
  • Track bills and legislation of interest to J-9.
  • Maintain ongoing list of materials due to Congress.

Shared CTMO Duties:

  • Provide a weekly report that tracks all active J-9 tasks correspondence activities.
  • Provide a report that tracks all J-9 Task correspondence metrics on a quarterly basis.
  • Serve as the central point for receiving, disseminating, processing, reporting, executing quality assurance, submission of approved responses, and coordination of Congressional request and questions assigned to J-9.
  • Establish and manage the J-9 tracking process for internal and external tasks and correspondence to include legislative issues.
  • Execute the process to track, review, and coordinate material developed by J-9 subject matter experts in response to inquiries from Congress, other DoD component offices, other federal agencies, the public, etc.
  • Disseminate tasks and correspondence to the appropriate J-9 Division and coordinate through the J-9 in accordance with standard operating procedures (SOP) and, when appropriate, the OASD (HA) review chain.
  • Edit, proofread, make or obtain required corrections to all outgoing correspondence packages, and other written products requiring J-9 coordination and signature.
  • Write and update SOPs related to tasking and document management.
  • Brief J-9 leadership on the status of correspondence and legislative updates.
  • Develop and update electronic documents that provide status on selected correspondence.
  • Develop and update a tracking system that collects data on due dates and delivery dates.
  • Provide direct support to the J-9 senior leadership prioritizing correspondence taskers, drafting and proofing responses/reports, provide meeting minutes as needed, etc.
  • Provide support for ongoing scheduled reports.
  • Provide support for adhoc reports.
  • Provide training for staff on correspondence procedures and roles of responsibilities.
  • Archive, file, sort for easy retrieval signed documents
  • Perform other duties as assigned.

Mandatory Qualifications (Education, Certifications, Experience, Skills):

  • 5 - 8 years experience, with a minimum 1-2 years working congressional issues.
  • Bachelor’s degree, liberal arts background preferred.
  • Experience reviewing and preparing formal correspondence for senior leadership.
  • Experience briefing sensitive or complex issues to senior leadership.
  • Strong organization skills to manage multiple timelines and complete tasks quickly within the constraints of clients’ timelines.
  • Willingness to travel to DHHQ, Falls Church, VA, roughly 1 time per week or more where required.
  • U.S. Citizenship is also required by law, regulation, executive order, or government contract for this particular position.
