Since 1976, St. Joseph Center has been meeting the needs of low-income and homeless individuals and families in Venice and throughout Los Angeles County.  The Center is a 501(c)(3) nonprofit community organization that assists people without regard for religious affiliation or lack thereof through 20+ programs in four pillars of service: Outreach and Engagement, Housing Services, Mental Health, and Education and Vocational Training.  St. Joseph Center serves more than 10,000 people each year. 

Brief Description of Principal Activities

Multifaceted intervention, prevention, mental health, and housing assistance is offered through street outreach and 9 service sites throughout Los Angeles County. St. Joseph Center also provides on-site services at five permanent supportive housing developments, and will provide services at an additional six more sites in the coming year.  St. Joseph Center’s total holistic approach to services provide our clients with the help they need to regain their stability.

Job Description

Job Summary

Under the direction of the Human Resources Director, the Human Resources & Benefits Specialist is involved in the day- to-day operations of the Human Resources department with a primary emphasis in benefits administration, leave of absences, workers’ compensation and other general HR functions to meet the contractual and regulatory requirements and the delivery of quality service while adhering to the mission of St. Joseph Center.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Human Resources & Benefits Specialist’s key areas of responsibility and duties include:

Essential Duties:

  • Manages the processes for on-boarding new hires into ADP Workforce Now, entering personnel changes personnel transactions, completing employment verification, maintaining employee files, and background checks.
  • Conducts benefit orientation for all new employees.
  • Administer agency-wide employee health & welfare and retirement plans. Benefit programs include, but are not limited to medical/dental, life and AD&D, vision, voluntary AFLAC plan and flexible spending accounts.
  • Enrolls new employees in benefit plans and update information, prepare all benefit termination packets, including maintaining and tracking COBRA.
  • Facilitates the annual Open Enrollment period and assists with the communication of any benefit changes to employees.
  • Processes monthly billings from insurance providers, reviews billings for accuracy, codes, and advances for payment.  Resolves discrepancies with carriers, payroll, and Finance department.
  • Run monthly benefit reports and assist in benefit correspondences.
  • Responsible for the annual 1095c review for accuracy, approval, and distribution.
  • Process and administer all leave of absence and accommodation requests and disability paperwork: medical, disability, Federal & State mandated leaves (FMLA, CFRA, PDL, ADA, etc.)
  • Administers the day-to-day aspects of the retirement plans including enrollment, contribution funding, deferral rate changes, maintaining up-to-date beneficiary information, distribution of appropriate notices, account rollovers, loans, etc.
  • Reports workers’ compensation claims to insurance carrier within required time frames and works with injured employees and their departments to accommodate employees by facilitating agreement on modified job duties. Responsible for tracking all job-related injuries/illnesses and the annual OSHA 300A filing.
  • Prepares, collects, and organizes data for internal and external HR audits. 
  • Assists in performance management process by communicating timelines/deadlines to employees, developing training materials, and acting as a pint of contact for troubleshooting.
  • Ensures agency compliance with federal and state laws, including reporting requirements.
  • Ensure that all required recording keeping, and employee information is up-to-date and entered the required systems.
  • Represents HR on internal task force or committees to foster organizational values and proactively create a diverse and inclusive work environment for all employees.

  • Proficient in MS Office (Word, Excel, Outlook, and PowerPoint).

Experience:

  • Minimum of three (3) years of Human Resources Experience.
  • Prior experience with ADP Workforce Now required.

Education:

  • Bachelor's degree or equivalent experience strongly preferred.

Computer Skills:

  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook), ADP.

Certificates, Licenses and Registrations:

  • PHR Certification preferred.
  • Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Valid automobile liability insurance.

Travel Requirements:

Travel to meetings at multiple St. Joseph Center sites, job fairs, networking opportunities and trainings and conferences.

Additional Information

Status: Full-Time/Non-Exempt 

Salary: DOE
