Since 1976, St. Joseph Center has been meeting the needs of low-income and homeless individuals and families in Venice, Santa Monica, Mar Vista, and surrounding communities.  The Center is a 501(c)(3) nonprofit community organization that assists people without regard for religious affiliation or lack thereof through comprehensive case management and integrated social service programs.  The Center enjoys broad-based community support as well as a sponsored relationship with its founders, the Sisters of St. Joseph of Carondelet.  St. Joseph Center serves approximately 6,000 individuals annually.

Multifaceted intervention, prevention, and education services are carried out at four sites on the Westside of Los Angeles.  St. Joseph Center’s integrated programs provide clients with concentrated and coordinated access to services according to the nature of their needs.

Job Summary

St. Joseph Center (SJC), a multi-program social service agency is recruiting a Program Manager for Housing FSP.  Serving as a team leader while adhering to the mission of St. Joseph Center, the Program Manager is responsible for providing both administrative and clinical supervision to program staff as well as overseeing day-to-day operations of the program.

ESSENTIAL DUTIES & RESPONSIBILITIES

Under the supervision of the Director, the Program Manager Housing FSP will:

Essential Duties: 

  • Provide clinical and administrative supervision to all program/department staff.
  • Along with the Director, oversee service delivery and quality control issues to maintain the highest standard of services.    
  • Along with the Director, manage program activities in adherence to agency and contractual requirements and assure timely completion of all required documentation related to the program.
  • Build trust and rapport with individuals. Assess individuals and complete assessments, re-assessments, and client treatment plan that are required by the agency and funders as needed.
  • Implement client treatment plans, emphasizing coordinated strategies for addressing mental health/substance abuse issues, relapse prevention, medication management, and any other risk factors that could impede permanent housing and provide ongoing assessment of client progress in attaining goals as needed.     
  • Provide complete documentation, meeting medical necessity, of all services and plans provided to clients as needed. 
  • Collect statistics and prepare reports for funders and internal agency use.
  • Coordinate and collaborate with other service providers, police and public safety officers and/or any other community resources.   
  • Provide skill building, rehabilitation, crisis intervention, and therapy services to individuals and groups as needed.
  • Utilize and assist supervisees with utilizing evidence based practices and best practice models to meet each client’s individual needs. 
  • Participate in other St. Joseph Center community, administrative and fundraising activities as necessary.   
  • Participate in appropriate contract and funder related meetings.   
  • Monitor weekly and monthly staff productivity.  
  • Along with the Director, develop, review and revise, as necessary, all administrative policies and procedures in keeping with program requirements    
  • Along with the Director, create a program budget and monitor spending during the fiscal year

Qualifications

QUALIFICATIONS

Knowledge, Skills & Abilities:

  • Current licensure as an LMFT, LCSW  or LPCC in the state of California 
  • Must be highly motivated and a self-starter.  
  • Must possess the ability to communicate with and relate to a diverse group of people including clients, community, and other staff.  
  • Must have excellent administrative and organizational skills. 
  • Must demonstrate ability to manage and supervise professional and para-professional staff while handling multiple tasks and relating to diverse populations. 

Experience:

  • Must have experience working on or supervising a DMH contracted program.
  • Preferred experience providing mental health and substance abuse services in a community setting; experience working with the mentally ill/dually diagnosed population; para-professional and administrative staff.
  • Experience providing case management, mental health and substance use services in a community setting with homeless or at- risk populations.
  • Experience with DMH contracts.

Education:

  • Masters degree from an accredited college or university in social work, human services or a related field. 

Direct Reports:

  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Computer Skills:

  • Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook).
  • Ability to use widely supported internet browsers.
  • Ability to use various electronic health records and other various databases.

Certificates, Licenses and Registrations:

  • Valid California Class C Driver License and clear DMV report required. 
  • Valid automobile liability insurance.
  • Current licensure as an LMFT, LCSW or LPCC in the state of California 

Travel Requirements:

  • Travel to meetings at multiple St. Joseph Center sites and at community partners’ locations as needed.

Status: Full-Time/Exempt
