Background

Since 1976, St. Joseph Center has been meeting the needs of low-income and homeless individuals and families in Venice, Santa Monica, Mar Vista, and surrounding communities.  The Center is a 501(c)(3) nonprofit community organization that assists people without regard for religious affiliation or lack thereof through comprehensive case management and integrated social service programs.  The Center enjoys broad-based community support as well as a sponsored relationship with its founders, the Sisters of St. Joseph of Carondelet.  St. Joseph Center serves approximately 6,000 individuals annually.

Brief Description of Principal Activities

Multifaceted intervention, prevention, and education services are carried out at four sites on the Westside of Los Angeles.  St. Joseph Center’s integrated programs provide clients with concentrated and coordinated access to services according to the nature of their needs.

Job Summary

The Program Manager serves as a team leader providing supervision to program staff as well as overseeing day-to-day operations of the program.  The Program Manager ensures the delivery of quality care in accordance to the rules and regulations established as well as adhering to the mission of St. Joseph Center.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Program Manager’s key areas of responsibility include: 

Key Areas of Responsibility:

• Provide assessment, mental health services, supervision of the team, and oversight to the proposed subcontractors on this project.
• In collaboration with other partnering Santa Monica funded institutions, the YRT Program Manager will identify disconnected youth and act as referral source.
• Utilize best practice models from point of contact through treatment including Assertive Case Management and Harm Reduction.  

Essential Duties:

• Develop close working relationships with outreach workers, case managers, police, paramedics and collaborative agencies.
• Locate and focus efforts on specific vulnerable youth identified through partnering agencies and the City of Santa.
• Assist with and oversee initial mental health and substance abuse screenings.
• Oversee the implementation of case management service plan goals emphasizing coordinated strategies for addressing mental health/substance abuse issues, relapse prevention, medication management and any other risk factors that could success.
• Provide ongoing supervision to the case managers in order to facilitate youth progress in attaining goal plans.
• Utilize best practice models when working with youth.
• Provide ongoing case management services to decrease social isolation and prevent relapse risks; provide advocacy and linkage and brokerage to any needed services such as medical/dental, mental health, substance abuse, life skills training, self-help, money management, meaningful community activities, volunteer services, job placement, etc.
• Provide crisis management, case management, and other related substance abuse/mental health services to clients in service venues.
• Participate in all meetings with collaborative agencies and other community meetings as directed.

QUALIFICATIONS

Knowledge, Skills & Abilities:

• Must be highly motivated and a self-starter.  The ability to communicate with and relate to a diverse group of people including clients, community, and other staff.  Must have excellent administrative and organizational skills.
• Demonstrated ability to manage and supervise professional and para-professional staff while handling multiple tasks and relating to diverse groups.     

Experience

• Two years minimum management and supervisory experience.
• Two years’ experience providing mental health services to at risk youth and their families is a plus. 
• Experience with a community model of client care. 
• Candidates must also demonstrate experience in performing crisis intervention and the ability to provide mental health assessments and treatment planning.

Education:

• Master's degree from an accredited college or university in social work, marriage and family therapy, human services or a related field.
• LCSW in the state of California is preferred.

Direct Reports:

• Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Computer Skills:

• Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook)
• Ability to use widely supported internet browsers.

Certificates, Licenses and Registrations:

• Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
• Valid automobile liability insurance.

Status: Full time/Exempt
