Job Description

Position Overview 
The Senior Instructional Technology Specialist position has administration, maintenance, and oversight responsibility of the Learning Management System and is responsible for serving the organization in a technical expert capacity. In addition, this position is responsible for fostering team adherence to best practices in knowledge management products and services, utilizing technology, and e-Learning as it relates to SCORM standards, publications, and LMS compatibility.
 
Principal Accountabilities:

  • Learning Systems Administration
  • Serve as system administrator for the learning management system, maintaining the functionality and effectiveness of the system. 
  • Input course additions; add new employees and maintenance existing employee plans, complete class registration and cancellation needs.
  • Ensure that all hosted application services utilized in the department are available at all times with minimal disruption or downtime.
  • Work with departments within the credit union to understand how training, knowledge management and cross-functional applications are utilized so that technical changes can be evaluated for maximum business impact.
  • Ensure test/development environments are created for planning, testing, and enhancements.
  • Help develop reports that support training ROI and audit compliance.
  • Act as a liaison with all training application vendors.
  • Provide up-to-date and detailed system documentation.
  • Create and maintain knowledge base for administrator, instructor and staff system use.
  • Increase and develop STCU content delivery channels while matching business needs to most efficient methods including new technology.
  • Compile and maintain records of training activities.
  • Assist with the coordination of training events.
  • Coordinate, schedule, and maintain employee First Aid certification.

Vendor Management

  • Maintain regular communication with vendors to learn product feature directions, report and seek resolution of product defects and submit and monitor development of requested feature enhancements.
  • Monitor the performance of third-party service providers to ensure quality and service levels are maintained. Immediately report any situations where service and support levels are not within standards.
  • Troubleshoot all vendor problems and present to management as required.
  • Work closely with vendors to maintain good relationships, effectively address business requirements and resolve outstanding issues.
  • Manage assigned vendor relationships by communicating regularly with vendor contacts, facilitating open discussions on product or services and negotiate/sign contracts, when required, within given authority.

Help Desk and Support

  • Serve as the primary line of support for employee, manager, and department staff member inquiries, problem resolution, and troubleshooting needs related to the learning management system.
  • Prioritize and resolve Help Desk requests related to eLearning and the learning management system.
  • Bridge communication between technical concerns, end users, and business owners.
  • Provide software support through the help desk system for staff that have questions or “how to” scenarios.
  • Monitor and document system maintenance on Training systems.
  • Collaborate with the Information Technology department to ensure all training software applications are correctly installed and maintained. 
  • Partner with the Information Technology department to provide support and maintain multimedia classrooms.

Instructional Technology

  • Design, develop, customize, and maintain e-Learning courses through the LMS and our external vendors.
  • Serve as publisher for e-Learning courses, maintaining compatibility between courses and the learning management system.
  • Work with the Talent Development team in the selection of resources.
  • Implement best practices related to technology, e-Learning, and knowledge management products, services and practices based on research.
  • Provide mentoring and assistance to Talent Development staff on technology and content integration and methodologies, as well as support curriculum development as it relates to instructional technology.
  • Act as point person for all questions related to instructional technology efforts across the organization.
  • Complete classroom walk-throughs and provide feedback to guide instructors toward transformational use in technology.
  • Provide audio, visual, technical, and classroom technology equipment support.

Projects and Consulting

  • Participate in, and sometimes lead, department and business priority projects related to technical training, distance learning and software application upgrades.
  • Prioritize, plan and execute assigned deliverables and tasks according to deadlines and established budgets.
  • Maintain effective project communications with team leaders, team members, champions, sponsors and other credit union staff.
  • Identify and assess performance gaps in staff’s use of technology and recommend appropriate solutions to maximize end-user and credit union performance.
  • Recommend most effective delivery channel based on time-frame, audience, and proficiency required during new technology/product rollouts.

Training Facilitation and Curriculum Development 

  • Responsible for facilitating technical training, as needed.
  • Gather supervisor and participant feedback on facilitated courses.
  • Develop job aids to assist staff in effective utilization of learning systems.
  • Facilitate and assist others in facilitating training and meetings via distance learning methods.
  • Design or select, and implement new courses and training materials to support technical training objectives.
  • Review current technical course designs to assess their potential for on-line delivery.
  • Anticipate and implement smooth end-user transition to new software upgrades in assigned area of concentration. 
  • Provide on-site and on-demand assistance for staff to create different forms of learning and teaching with the help of technologies.

Reporting

  • Gather and define Talent Development requirements for reports and queries.
  • Write reports and queries needed for Talent Development team.
  • Optimize or fine tune slow running reports.
  • Validate and ensure accurate reporting, identify data discrepancies and ensure data consistency and integrity.
  • Determine best data source for business requirements (Data Warehouse, LMS, HRIS, etc.)
  • Troubleshoot or modify report as needed.
  • Translate business needs into actionable report data and/or visualizations.
  • Maintain and continue development and education on the data warehouse and report writing application by participating in the Business Intelligence Focus Group.  

Qualifications

Knowledge, Skills and Abilities

  • Bachelor’s degree in Business, Communication, Education, Information Systems or other related field required.  Curriculum development emphasis is preferred.
  • Minimum of five years’ experience designing and presenting training for both classroom and on-line learning environments.
  • Previous experience writing reports, business correspondence, and procedure manuals as well as reading, analyzing and interpreting business periodicals, professional journals and technical procedures. 
  • Previous experience with the following instruments, equipment and software: Microsoft Office suite, learning management systems, collaboration software, classroom monitoring software, SCORM standards, various e-Learning authoring tools, and standard office equipment.  Familiar with the installation of PC software.
  • Proficient knowledge of MS Office programs including Outlook, Word and Excel.
  • Strong written and verbal communication skills.
  • Strong interpersonal skills required, including maintaining positive relationships and excellent customer service skills.
  • Ability to work effectively and collaboratively in a diverse work group, as well as independently with minimal supervision.
  • Ability to adapt to changes and prioritize and manage competing demands.
  • Ability to read, analyze and interpret data and understand and communicate complex and diverse information, and effectively present information and respond to questions from groups of managers, clients, and the general public.
  • Ability to solve practical problems and deal with a variety of situations exercising flexibility and sound judgment in a fast-paced environment. 
  • Ability to make practical and timely decisions and explain reasoning for decisions.
  • Strong work ethic required, including the ability to complete duties on time, consistently arrive at work on time as scheduled, and ability to work flexible hours and overtime as needed.

Physical Abilities

  • Ability to sit or stand for long periods of time.
  • Must be able to regularly talk, hear, see and operate a computer keyboard and mouse.
  • Occasionally lift, pull/push, and carry up to 10 pounds.
