Shifting Investment Flows Towards Green Transformation (SHIFT) is a joint project of six organisations that aims to accelerate the deployment of green, climate-friendly technologies and practices to support Vietnam achieve net zero emissions by 2050. SHIFT enhances capacities of relevant public and private stakeholders in the areas of green finance and energy transition. SHIFT is part of the International Climate Initiative (IKI) funded by the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). The project outcome is the implementation of green policy and investment frameworks for enhanced climate action in Vietnam. SHIFT addresses both supply and demand aspects of green investment, creating a positive feedback loop that will drive the transition towards a low-carbon and climate-smart economy.

Led by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the project consortium includes Agora Energiewende (Agora), the Banking Academy of Vietnam (BAV), the International Finance Corporation (IFC), Netherlands Development Organisation (SNV), and the United Nations Development Programme (UNDP). Vietnam’s Ministry of Finance (MOF), particularly its Department of Sectoral Finance and Economics (DSFE), is SHIFT’s in-country political partner.

  1. Background and objectives of assignment

The Vietnam Climate Tech Funding Ecosystem Report, developed by New Energy Nexus in collaboration with partners, including SNV Netherlands Development Organisation who will join the 2026 edition, provides an overview of the country’s climate tech investment landscape, including key trends, sectors, and ecosystem developments. Building on previous editions, the 2026 report aims to strengthen its analytical depth, clarity of messaging, and overall coherence to better serve investors, policymakers, and ecosystem stakeholders.

Given the multi-author nature of the report, there is a need for dedicated support to ensure consistency in structure, tone, and messaging, and to enhance the report’s overall readability and strategic positioning.

Objectives: To provide strategic communications and editorial support to ensure that the final report:

  • Presents a clear, coherent narrative across sections
  • Reflects consistent tone, structure, and messaging
  • Effectively communicates key insights to target audiences
  • Builds on and strengthens the positioning of previous editions

Job Description

Assignment overview and scope of work / deliverables

The consultant will provide targeted, high-impact inputs at key stages of report development.

  • Task 1: Review and Refine Report Outline
    • Review the proposed report structure and outline
    • Provide recommendations to:
      • Strengthen narrative flow and logical structure
      • Ensure alignment of sections with key messages and audience needs
      • Identify gaps or overlaps across sections
  • Task 2: Messaging and Narrative Development
    • Support the development of core report messages and framing
    • Ensure alignment between:
      • Sector analysis
      • Investment insights
      • Cross-cutting themes (e.g. workforce, innovation, financing, GESI, etc.)
  • Task 3: Draft Review and Editorial Support
    • Review draft sections and provide substantive editorial input, including:
      • Improving clarity, coherence, and flow
      • Harmonising tone and language across contributors
      • Strengthening key messages and reducing redundancy
      • Ensuring accessibility for a non-technical, investor-oriented audience
    • Where needed, provide light rewriting or bridging text to improve transitions and consistency
  • Task 4: Final Consolidation Support
    • Support final review of the near-final draft to ensure:
      • Consistency in voice and messaging
      • Alignment with overall report positioning
      • Readiness for publication

Deliverables:

1. Annotated feedback on report outlines and draft sections (estimated 3 working days) - Timeline: from May - July 2026.

2. Suggested revisions and/or light rewritten text (as needed) (estimated 3 working days) - Timeline: from July - August 2026.

3. Final editorial review of the complete report (estimated 4 working days) - Timeline: from July - August 2026.

Key compliance issues

Confidentiality is of paramount importance for this assignment. The selected consultant will be required to sign a Mutual Non-Disclosure Agreement (NDA), which is incorporated into the consultancy contract. This NDA will be shared with the selected consultant during the contracting process.

Evaluation criteria

Proposals will be evaluated and ranked by SNV in the order in which they represent, at SNV’s sole discretion, the best value for SNV. The reviews are a closed process and not open to the public.

A greater weight will be given to the technical services than to price, but price (value for money) remains an important determinant for selection.

The technical scores will be awarded as follows:

1. Relevant experience - max. 40 scores

2. Proposed approach & methodology - max. 30 scores

3. Quality of previous work samples - max. 30 scores

TOTAL: 100 scores

Technical scores are weighted at 70%. Financial scores are weighted at 30%.

The bidder’s financial proposal shall include a statement indicating (i) whether or the contract and personnel shall be tax-free or not; and if not, (ii) show separately what the tax burden will be. Negotiations with the winning bidder will be restricted to the ToR and work plan.

Contract project fees and duration

The activity timeline is from May 4 to August 15, 2026.  The total not-to-exceed amount is $9,500 inclusive of all taxes.

Expected experiences and qualifications

  • Strong experience in strategic communications, technical writing, or editorial roles
  • Proven track record in producing or editing high-quality analytical reports or publications
  • Experience working with multi-author reports and aligning diverse inputs
  • Ability to translate technical content into clear, compelling narratives for diverse audiences
  • Familiarity with climate, energy, or investment topics is an advantage
