Context and purpose of the job

Biodiversity Landscape Fund (BLF) – Lower Mekong landscape
The BLF is a UK government programme focussed on protecting biodiversity and promoting its conservation, reducing poverty and tackle climate change. Its general activities are:

  • Improving management and linking of protected areas
  • Creating alternative sustainable livelihoods for local communities
  • Strengthening landrights, stewardship and natural resource governance, as well as support improved planning to reduce environmental impacts of infrastructure development
  • Tackling illicit activities such as poaching
  • Investment in sustainable local bussiness and green finance initiatives

One of the landscapes of the programme is the lower mekong where a consortium is implementing interventions in 3 countries in 3 transboundary areas. In Cambodia the programme will focus around Vireachey National Park (VNP) in Ratanakiri and Stung Treng provinces. SNV will be responsible for one of the components: Interventions to develop, support, and build awareness of sustainable agriculture models to provide indigenous communities with a sustainable source of employment and opportunities to access new markets. To coordinate and implement activities for this component we are looking for an Advisor livelihood and (agricultural) value chains.

Position Summary 
The Advisor will support value chain analysis and facilitate market linkages, extension services and finance for community households in and around the VNP, in order to sustainably improve household and community incomes whilst protecting biodiversity through a gender sentive landscape, participatory resource management and market development approach.

Job Description

  • Coordinate and update value chain studies and market information. Develop promising value chains with untapped potential including agricultural and non-timber forest products.
  • Support to design effective interventions for improved market linkages, improved production and quality and increased equitable market access.
  • Support access to land and sustainable use of natural resources.
  • Identify and facilitate value chain development with companies, communities and government.
  • Coordinate and support local government, provincial government, services providers, company and local NGO to provide farmers with extension and capacity building to improve productivity, soil management, use of technologies, formation or strengthening of existing farmer groups, link with buyers, aggregation, financial literacy and business management.
  • Supervise and collaborate field work of consultants and service providers.
  • Support procurement of productive assets for producers.
  • Support development of business cases and access to finance for individuals, producer groups (ie agriculture cooperative) and company levels.
  • Organise and facilitate multi stakeholder engagement and mechanisms to identify joint interests, trade-offs and agree on interventions to foster sustainable natural resource management, biodiversity conservation and uplifting of economic livelihoods and market opportunities.
  • Ensure gender responsive services and women empowerment outcomes in the interventions.
  • Support where necessary other components involved in participatory natural resource access and use, land use planning for communities.
  • Replace or act as project manager for SNV Cambodia and assist for Project M&E
  • Perform other tasks as assigned by Project Manager.

Qualifications

  • MSc or equivalent in agronomy, agroforestry or equivalent
  • Minimum of 5 years working experience in value chain development, multi-stakeholder activities, and market linkage facilitation
  • Experience in supporting SMEs in market linkages, business support and access to finance
  • Experience in coordinating work with PDAFF, PDoE, Local NGOs
  • Knowledge of natural resource & protected area management
  • Experience with indigenous communities in Ratanakiri or Stung Treng preferred
  • Strong skills in planning, administration, organising, management of activities;
  • Good networking skills, ability to work with other organisations and a strong team player;
  • Creative, takes initiatives and provides pragmatic solutions.
  • Excellent English communication skills, both written and verbal;
