SNV has been working in Vietnam since 1995 and currently has over 50 national and international staff. SNV Vietnam operates from a head office in Hanoi and projects in over 43 provinces in the country, including in the poorest and most remote areas.

In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project “Transforming the Rice Value Chain for Climate Resilient and Sustainable Development“ (TRVC) in An Giang, Dong Thap, and Kien Giang provinces. The project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely (1) improving climate resilience, (2) optimizing rice value chain linkages, and (3) developing carbon markets. The TRVC project aims to build on the successes of the AgResults Vietnam Emission Reduction Challenges Project (AVERP), which piloted the results-based prize incentive model in the Thai Binh province to attract a diverse pool of private sector actors to implement improved rice farming practices.

 

Under the leadership of the Team Leader, the Project Coordinator coordinates work and activity plans to ensure smooth operations and timely delivery of assignments and deliverables from all project team members, partners and consultants; oversees the administrative tasks of the project and centralized all project document and products.

Job Description

Development and support the accomplishment of Work Plans

  • Following the project design, co-develop annual and quarterly work plan in collaboration with the Team Leader and team members for the entire project.
  • Co-develop detailed implementation plans with MEL, Finance, Procurement and Communication team members and provide both supervision and support as required for successful accomplishment of their assigned tasks.
  • Keep track of all deliverables from project team members; consultants; contractors and partners and centralized them in the project’s established filing and reporting systems.

Overseeing administrative tasks and providing support for project activities/field work

  • Ensures the timely and efficient administrative support to implement project activities as planned.
  • Leads the organization of project activities and field work such as Workshop /Conference /Meetings/Learning events; capacity building, surveys and other activities with local partners and communities on the ground with the administrative and logistic support from the Program Assistant and Logistic Officer. These will involve administrative tasks such as preparing permission letters, identifying venues for workshops, or other suppliers of goods/services that the project may need in line with relevant SNV procedures and cost norms in collaboration with the Project Financial Officer and Procurement Manager.

 

Support project implementation and documentation of project activity data

  • Ensures the MEL system is properly operationalized and reported following the approved MEL framework; the standards from donor and SNV and the project’s verification approach to track the project progress; inform timely adjustment/refinements as necessary; and the readiness of data for learning and reporting to the partners and donor on quarterly basis.
  • Documentation of project learnings, milestones achievements, ad hoc issues and solutions to inform required refinements of contest rules and support the knowledge management and sharing.
  • Be the focal person to collect, aggregate and document all Gender Equality and Disability Social Inclusion (GEDSI)-related data from the MEL system, GEDSI Consultants and Competitors.
  • Supports the Team Leader to prepare quarterly PRR, bi-annual/annual and ad-hoc reports.

Line management of team members

  • Line management of junior members of staff. Guiding direct reports to deliver timely and high quality work
  • Capacity building of junior staff on administrative, and operational duties, work planning and other project management and coordination tasks as appropriate
  • Ensure smart performance goals and professional development plans are in place for direct reports, and regular reviews and feedback sessions take place.

Support field work implementation

The Project Coordinator may be called upon to support the implementation of field activities. This may include accompanying consultants and other project staff on field visits, supporting facilitation of events, acting as a resource person for surveys, workshops or other project activities in the field.

Maintain and strengthen partnerships

The Project Coordinator supports the strengthening of working relationships with key partners to ensure smooth project implementation, including government agencies at central, provincial, district and grassroots levels; Companies/Competitors; as well as with other key relevant partners and stakeholders such as other development partners/projects, NGOs and local communities.

Project communications

Work closely with the Communication team to plan all required communication activities for events and marketing/promoting of project’s results to wide and diverse audiences. These may include the preparation of brief reports on project activities, booklets, publications and various key visual products.

Other tasks as required by the Project, and contribution to the wider SNV Vietnam country programme team

Qualifications

  • Master’s degree in agriculture, business administration or similar fields
  • At least 3-5 years’ experience working in similar roles in international projects on sustainable rice (preferred)/agriculture and rural development/ private sector engagements/ carbon finance.
  • Experience coordinating teams
  • Line management experience

Other requirements

  • Proven strong records of coordinating multi-stakeholders platform; administrative systems, M&E systems and finance processes.
  • Solid organizational skills, including multi-tasking and time-management.
  • Excellent interpersonal skills and team spirit towards work
  • Very good communication skills in English and Vietnamese, both spoken and written.
  • Willingness to travel to project locations
  • Ability to work under pressure and to tight deadlines
  • Very good computer literacy.

Contract Duration: 1 year, full-time, with possibility of extension

Travel to Projects:  Travel within Mekong Delta is expected
