Overview of the Position

SNV is looking to fulfil the position of ‘MEL Expert’ for the above-mentioned project, a new initiative that aims to promote green, sustainable, and climate-resilient economic development; and to contribute to improved food and nutrition security and resilience to shocks in South Sudan. The value chains prioritized by the project include cereals (maize, sorghum, millet), fruits and vegetables with a key focus on the counties of Juba, Torit and Yambio. The project is the component implemented by SNV in a larger 4-year programme.

The MEL Expert will design the project’s MEL framework, ensuring effective tracking of progress towards planned results. The expert will support in collecting, analyzing, and reporting data to measure the programs’ progress towards impact, outcomes, and outputs. This role will involve coordinating with field teams, ensuring data quality, using digital tools, applying both qualitative and quantitative methods, and contributing to learning processes, decision making and knowledge management that inform project improvements.

 

Job Description

  • Work closely with the MEL Advisor to develop the MEL framework to inform program decision-making and knowledge management.
  • Develop tools aligned with the project’s MEL framework to track activities and results, while also capturing and sharing insights and learnings with internal and external stakeholders.
  • Coordinate with field staff to collect both qualitative and quantitative data on project activities, output and outcome indicators in conformity with SNV procedures and guidelines on project monitoring.
  • Perform regular data quality assessments to verify accuracy and reliability of collected data and support implementation of corrective measures.
  • Identify MEL related capacity gaps/challenges for project teams and partners and provide technical support and/or trainings on MEL tools and templates, processes, techniques, and methodologies.
  • Follow up and assist project staff and partners in adhering to SNV and program reporting standards, ensuring that information/data required for timely and quality reporting is provided.
  • Support in analyzing both quantitative and qualitative data to generate insights for reporting on progress of the project towards its goals and objectives.
  • Participate in preparing monthly, quarterly and annual reports and other program documents in accordance with SNV and donor guidelines and standards.
  • Contribute to documentation of knowledge products including case studies, best practices, success stories and lessons learned and organize learning and reflection sessions among project staff and partners.
  • Maintain M&E databases and ensure project documents both in soft and hard copies are properly filed in accordance with SNV’s internal standard system.
  • Coordinate and mobilize relevant stakeholders to conduct baseline, mid-term and end of project evaluations.
  • Deliver capacity-building on MEL tools and techniques to project staff and partners.
  • Perform any other duties related to the project as needed.

Qualifications

  • Master’s degree in Statistics, Quantitative Economics, Social Sciences, Development Studies or a related field.
  • At least 5 years of experience in undertaking monitoring, evaluation and learning for development programs, preferably within the agric-7ultural sector.
  • Demonstrated expertise in research methods, qualitative and quantitative data collection, entry and analysis, and management of MEL systems in NGO setting.
  • Knowledge in statistical analysis and data management packages such as MS Access, MS Excel, SPSS and STATA.
  • Knowledge of data collection tools such as LogAlto, KOBO is essential
  • Willingness to travel to project locations on a regular basis.
  • Proficiency in English is required (written and spoken). Proficiency in spoken Arabic is an advantage as well as any other relevant local language. 
  • Good computer skills, particularly in Microsoft Windows applications including Word, Advanced Excel, and PowerPoint.

  • Attention to detail to ensure accuracy throughout data collection, entry, analysis, and reporting processes.
