Project Description
The Africa Biodigester component program aims at supporting the growth and sustainability of a commercial biodigester sector in Uganda. ABC applies a market-based approach in which the demand, supply side and enabling environment in each of the markets is developed and strengthened to create sustainable markets. And lead to sector development. ABC project is implemented by a consortium led by SNV, which oversees project management, stakeholder coordination, and technical support, in cooperation with Biodigester Solutions Uganda Limited (BSUL). GIZ, a consortium partner, focuses on enabling environment interventions for biodigesters, with technical backing from the Ministry of Energy and Mineral Development.
Overview
ABC -Uganda seeks to recruit a MEL Advisor. The Advisor will be responsible for all aspects of the MEAL function of the ABC project Including contributing to project implementation to ensure quality monitoring and reporting as well as timely inputs to the project’s MEAL Plan for both core and field activities.
Develop and oversee the project’s learning agenda, provide strategic inputs and document learning activities; Review and oversee any research undertaken by the project, and provide primary support to SNV and consortium partners for the quality, timeliness, completeness, and reporting of all monitoring, evaluation, and research data from their activities.
Job Description
Responsibilities:
- Monitoring and Evaluation: Review and refine existing MEL framework and tools to track project progress against log frame indicators, capture high-quality evidence for internal learning and external reporting, and ensure accountability to beneficiaries and donors.
- Collaborate with project staff and government partners to conduct monitoring and evaluation activities, including periodic field visits to collect, process, and analyse data on results, targets, milestones, performance, and changes.
- Monitoring Field Activities: Conduct routine physical monitoring visits to assess project activity implementation, milestones, indicator results and validate the veracity of the data reported.
- Collect project data against agreed indicators, perform data audit, aggregation, and analysis of relevant data to produce MEL, GESI &RBF for periodic monitoring, review, and evaluation of project activities. Coordinate the implementation of the MEL framework, maintain project records, and foster participatory planning and monitoring; develop MEL milestones integrate them into annual/ bi-annual reports for periodic reviews and reporting to the donor.
- Conduct RBF data quality assessments to ensure validity, reliability, and integrity of performance data reported by Biodigester enterprise. Support and take lead in selected activities in the project MEL Plan, including milestone reporting, progress discussions, validation processes, learning workshops, reviews, and evaluations.
- Data Quality Management: Ensures high-quality data collection by project partners and BEs; Verify the accuracy and completeness; Conduct regular data quality assessments and provide feedback to partners and BEs and capacity building to improve data collection methods and tools. Work closely with the PM to identify and address any data quality issues.
- Provides technical insights and advisory services on ME&L products and interventions to the project team and document evidence through evidence briefs, with recommendations for improvement.
- Coordinate project work plan reviews and planning with all partners, ensuring lessons learned are captured, disseminated and corrective measures are proposed.
- Lead MEL workshops and learnings, support RBF interventions, verify results as per the RBF manual.
- Designs and implement systems to identify, analyse and prepares quarterly/annual progress reports, monitors project activities regularly.
Knowledge, Learning and Documentation
- Prepare regular M&E reports, update risk matrix and logs and organize regular monitoring field visits with the implementing partners. Collaborate with the project team to scope and manage the successful execution of periodic knowledge-sharing events, such as peer learning sessions, workshops, and project learning platforms; Prepare quarterly and annual reports, in compliance with project Annual Work Plans and M&E frameworks.
- Identify bottlenecks in the completion of project tasks and implement plans to minimize them contribute to content development for relevant knowledge products.
- GESI: Develop and implement tools that capture GESI-related outcomes and impacts. Track progress in achieving gender equality and social inclusion objectives in youth skills development and employment. Use data-driven insights to refine GESI strategies and communicate successes and challenges to stakeholders. Act as the GESI focal point for the project, working with project teams and thematic implementer to strengthen GESI into the project.
Qualifications
Qualifications and Experience
- Master’s degree in social science; preferably in M&E, statistics, economics, or a related field.
- At least 8 years of experience in designing, managing, and implementing M&E systems, data analysis ideally in biogas or renewable energy projects.
- M&E Expertise: Experience in designing M&E systems, conducting evaluations, and using digital data collection tools (e.g., (ODK, AKVO, TARO etc) & data analysis methodologies; Experience in monitoring and evaluating ENERGY related projects is an added advantage.
- Technical Support: Providing technical advice, conducting research, facilitating & coordinating workshops and supporting the RBF intervention.
- Reporting and Documentation: Excellent report writing and analytical skill in drafting concept notes and detailed reports, analysing data, and tracking progress against project milestones.
- GESI Focus: Tracking and reporting on gender equality and social inclusion outcomes.
