About the Position
The Project Manager leads and manages the adaptive planning, implementation, closing and the workforce of the project, within scope, budget, timeline, and acceptable quality levels along the commitments specified in the contracts signed with the donor(s) and other relevant stakeholders. The Project Manager works in line with SNV standards, SNV`s approach to project management and donor regulations, to achieve high quality and achieve the agreed results and deliverables of the project.
Job Description
People Management & Team Leadership
- Lead, manage and motivate the project team, partners, and relevant stakeholders.
- Guide, develop, coach and motivates team members. Holds performance evaluations, continuous reflections on performance, and supports personal development.
Contract Management & Project Accounting
- Responsible for timely and accurately quarterly reporting (PRR-SNV, Quarterly External BLF narrative reports for outputs & outcomes, and quarterly financial reports).
- Manages and accounts for full compliance of administrative, finance and HR components of the project with SNV internal procedures and requirements specified in the donor-, sub-grant-, sub-consultancy-, partner-, consortium- and Local Capacity Builders contracts.
- Monitors financial depletion (with KH-PFO) and submits expenditure forecasts.
- Checks and approves expenditures, procurement requests, travel requests.
Analysis & Reporting
- Ensures collection, consolidation and review of project information, according to SNV’s monitoring and evaluation guidelines.
- Take responsibility for the (technical) content of the project, ensures quality of the deliverables, and ensures sufficient technical input to meet the quality standards.
Project implementation & Quality control
- Develop the project implementation plan (including but not limited to the detailed annual/quarterly work-planning, budget lines use of funds, Technical assistance workplan, required human resources/consultants, tasks and outcomes).
- Supports and ensures application of GESI, FPIC and safeguards components .
- Support and monitor activity work for partners and subcontractors to reach milestones and deliverables and hold them accountable for results, use of funds and financial and technical reporting. Carry out regular site monitoring visits and network and synergize with stakeholders to promote the project’s objective
Monitoring, Evaluation & Learning
- Supports overall BLF MEL function with the partners and prime and implement of Base-, Mid- and End-line surveys.
- Ensures compliance with the measurement of output and outcome indicators, under guidance of the Independent Evaluator and the MEL lead of the prime for the 3 countries.
- Guides and assists Laos and Vietnam in their indicator measurement. Takes responsibility for reporting in LogAlto for the whole project and IATI reporting.
Knowledge Development & Communication
- Develop & implement communication strategy and contribute to positioning of SNV in the climate change, natural resource conservation and livelihood domains.
- Contributes to internal and external knowledge development, by full documentation, knowledge harvesting and sharing of project insights and results, and presenting in public for representing SNV.
- Ensures lessons learned are shared and applied in daily practice. When applicable can be appointed as (national) focal point of an expertise network
Business development
- Identify new project opportunities and network to connect with partners/donors and support linkages with government. Participate on project proposal development – for agri-food sector.
- Additional related tasks as from time to time directed by the Sector Leader / MC manager. Can fill role as acting MC-PM or sector leader Agrifood.
Qualifications
- Master’s degree or equivalent in management, Monitoring, Evaluation & Learning, Development studies or a related field.
- At least 5 years of experience in project management or equalvalent.
- Demonstrated expertise in Monitoring, Evaluation & Learning.
- Preferred experience in biodiversity conservation, livelihood development based on natural resources, Gender & Inclusion.
- Strong project manager to manage and deliver on project results with multiple partners, with tight implementation deadlines.
- Good networking skills, demonstrable ability to negotiate and work with a multitude of organisations and stakeholders, especially government.
- Excellent English and Khmer communication skills, both written and verbal.
