Purpose of the Job

SNV is seeking a dynamic and pragmatic professional to support SNV in delivering impactful, high-quality, compliant, and well-managed projects. The Contracting and Procurement Specialist is part of Operations within a country, which focuses on providing operation support services in the countries, to ensure the availability and quality of contract, procurement, administration, support SNV operations.

The Position holder supports, guides and directs the contracting and procurement functions, ensuring a timely response to the project need and the client community. The position will closely work with the Director of operations, Project Managers, operation team (regional & central office) and Grant advisor regarding the contractual and procurement activities.

Job Description

Key Responsibilities:

Operation delivery

  • Review the consultancy, grant and partner documents and inform technical validation and approval
  • Prepare contracts and/or review its alignment with SNV standard contracting procedure
  • Identifies contractual risks to SNV, defines and implements solutions after approval and advises (senior) management on improvements
  • Pro-actively provides advice on and support to selected contract negotiation processes
  • Informs and trains relevant stakeholders in procurement, contracting, accompanying risk management and contract negotiation.
  • Ensure completion of contract checklist and work with stakeholders on contractual and procurement issues.
  • Receive and process consultancy and partner requests or any order assigned by the Procurement coordinator or his/her Assistant from the field sites and Addis Office, checking that order has been correctly filled and properly authorised
  • Prepare and receive the necessary procurement documents like tender, RFQ Bid analysis and PO, contract with strict adherence to SNV/donor rules and regulations. Review the TORs and single sourcing documents against SNV Partner, consultancy, grant and procurement procedure.
  • Participates and give input in learning initiatives like Designs and delivers relevant capacity development initiatives.
  • Where requested, help/liaise with requesters/Budget Holders to develop specifications, availability, rough costing as per previous procurements offers etc.
  • Ensure compliance with Donor, Partner, SNV procurement policies and in-country SOPs. Assist in the maintenance of the supplier/vendor list and participate in market surveys as required.
  • Coordinate with legal advisor and HO compliance for any consultation and implementation of new procedure.
  • Assist the Procurement coordinator/Operation Director and his/her team in the initiation of FWA’s and coming up with the expressions of interest for consultancy, partners or any categories (pre-qualification of suppliers)
  • Ensure all procurement(consultancy/Partner/any) files are held in soft and hard copy on the shared drive/archive, and the completed file is correctly labelled.
  • Ensure that contact start and end date is shared with contract managers, respective contractual managers and procurement Coordinator as well as their line management.
  • Ensure that assigned tasks updated in procurement tracking report in share point and system then update to Procurement Coordinator and other concerned parties.
  • Development of Key Performance Indicators (KPI) for new and existing suppliers and monitoring of these.

Additional Roles

  • Complete Procurement files according to checklist
  • Conduct terrorist check for all suppliers and due diligence signature by suppliers
  • Ensure that all email correspondence and electronic files are stored in a structured and organized manner (oversight and management of the shared drive for procurement)
  • Any other task as designated by the line manager or their direct line management

Qualifications

Educational Qualifications and Experience

  • Bachelor's degree in Procurement and Supply Chain Management, Business Administration, Management or a related field. 
  • Proven experience with a minimum 6 or 7 years relevant and demonstrable experience in contracting and procurement and supply chain management.

Additional Skills

  • Strong knowledge and skills in procurement techniques within the context of the position.
  • Good knowledge of handling procurement and contracting systems.
  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) and SharePoint. Experience with ERP systems like SAP BD.  
  • Demonstrated knowledge and understanding of donor regulations and compliance issues related to management of donor funds.
  • Demonstrated knowledge of country contractual and legal requirement/law.
  • Legal background is an asset

Contract Type: National

Expected start date: As soon as possible

Duty Station:  Addis Ababa

Contract Duration: One year with the possibility of extension based on performance and budget availability.
