Project Summary
In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project “Transforming the Rice Value Chain for Climate Resilient and Sustainable Development“ (TRVC) in An Giang, Dong Thap, and Kien Giang provinces. The project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely (1) improving climate resilience, (2) optimizing rice value chain linkages, and (3) developing carbon markets. The TRVC project aims to build on the successes of the AgResults Vietnam Emission Reduction Challenges Project (AVERP), which piloted the results-based prize incentive model in the Thai Binh province to attract a diverse pool of private sector actors to implement improved rice farming practices. SNV Vietnam is now seeking a dynamic and capable Deputy Team Leader to support the project implementation phase from 2024-2027 in three rice intensive provinces: Dong Thap, Kien Giang and An Giang.
Job Description
JOB PURPOSE
The Deputy Team Leader will be based in Ha Noi office with travel to the field as authorized. Under the leadership and coordination of the Team Leader, s/he provides support to the Team Leader in all project planning and implementation activities under the Work Packages of TRVC; and directly responsible for four areas/work components: i. overseeing and ensuring the smooth functions and result outcomes from the project’s established MRV; learning and aligning the compatibility of the project’s MRV versus the MRV of the 1 Million Hectares of high-quality and low-emission rice; ii. Leads and implement the required activities and protocols to register the carbon credit to the NDC of Viet Nam in accordance with government’s legal guidance; and develop carbon project with identified carbon registry; iii. Design and implement knowledge management events/materials in accordance with project’s proposal in innovative and efficient manner; iv. Support the development of documentation and evidence-based approach to initiate the policy-dialogue for enabling environment and legal framework to enhance public-private engagement for the transformation to low-carbon rice farming. In addition to performing the programme management role, the Deputy Team Leader is expected to provide support to Team Leader on technical and closely contacts with local stakeholders and partners.
JOB DESCRIPTION
1. Support the Team Leader with day-to-day Project Management and Implementation Activities
- Consolidate and provide technical support to the successful implementation of the monthly and quarterly Work Plan in line with team members and key stakeholders’ schedules.
- Collaborate with the team members, Government partners, provincial project management units, consultants, partners, and relevant stakeholders to execute the Work Plan and key milestones.
- Plans and assigns deliverables and activities, reviews their progress, and addresses deviations in terms of timelines and quality, based on project planning, deliverables agreed and budget set. Manages project closure and evaluation process including hand-over of complete and up-to-date project files to Project Manager and Sector Leader based on project management procedures.
- Develop the work-plan and manage technical assistance with applying and adapting SNV approaches and tools.
2. Project Technical Lead and Quality Assurance
- Overseeing and ensuring the smooth functions and result outcomes from the project’s established MRV.
- Take lead in learning and aligning the compatibility of the project’s MRV versus the MRV of the 1 Million Hectares of high-quality and low-emission rice.
- Lead and implement the required activities and protocols to register the carbon credit to the NDC of Viet Nam in accordance with government’s legal guidance.
- Take lead to implement the necessary steps/activities for carbon project development and registration/listing with identified carbon registry.
3. Contract Management & Project Accounting related to activities in Dong Thap, Kien Giang and An Giang Provinces
- Identify, develop ToR and collaborate with departments for consultant recruitment.
- Update and keep track of log-book on existing consultants/partners’ deliverables for assembling reports to donor; payment records and associated requirements.
- Ensure that approval for, coding and booking of all expenditures is done according to the relevant procedures and authorization levels. Prepares, accounts for, manages and reports on project budget (and revisions thereof). Discusses and obtains approval of donor for contract / budget deviations. Ensures security and (financial risk) mitigation (incl. due diligence). Fully understands procurement and complies with requirements and contracts.
4. People Management & Team Leadership
- Guide, develop, coach, and motivate team members and prepares resource estimation based on forecast to attract and recruit (SNV staff, consultants and/or Local Capacity Builders).
- Advise Team Leader and country management on contract conditions for consultants and Local Capacity Builders, within guidelines and project budget.
5. Business development
- Build and maintain effective relationships, with team, external partners, and the donor(s) by ensuring a high level of SNV visibility and branding. Timely identify and analyses risks/threats and makes sure relevant colleagues are informed, and update to the project Risk registration.
6. Analysis & Reporting
- Regularly write internal journal of project activities; key outcomes; lessons learnt and resolutions.
- Prepare monthly project updates and quarterly reports in accordance with SNV’s guidelines and requirements
- Prepare bi-annual and annual reports as required by Donor; mobilize support from MEL/Com/Admin team as needed; and seek the Team Leader’s guidance and support for the finalization of the reports/deliverables in timely fashion.
7. Knowledge Development
- Contributes to internal and external knowledge development, by full documentation and sharing of project insights and results. Develops knowledge by attending workshops and conferences. Ensures lessons learned are shared and applied in daily practice. When applicable, s/he can be appointed as (provincial) focal point of an expertise network.
8. Development relationship and networking
- Identify and engage key private sectors to build up the market-based value chains in project area.
- Develop and strengthen relationships with local governments/organisations, smallholder farmers and relevant government agencies.
- Work closely with project staff (including Agriculture Sector Leader, National Project Manager, project consultants and team members as well as project partners and local stakeholders.
9. Other tasks as required by the Team Leader.
Qualifications
Education and Experience:
- Advanced degree in agriculture, agribusiness, climate change, business administration, sustainable development studies, natural resource management, or related field.
- Minimum ten years of professional experience in project design, organizing, implementing, monitoring, evaluation, and reporting and/or project coordination/lead roles in international development organizations/projects.
- Demonstrated work knowledge and experience of the carbon crediting methodologies; the Measurement-Reporting-Verification (MRV) system for agriculture sector.
- Previous experience on sustainable rice development programs is an advantage, particularly in the Mekong Delta.
- Demonstrated ability to lead and coordinate team members for effective project implementation and outcomes/outputs.
- Demonstrated experience to work effectively with Government and Private Sector partners at all levels.
- Proven working knowledge of target national program on sustainable agriculture development, climate change adaptation and mitigation and climate finance.
- Profound knowledge of rice agronomic science and climate resilient rice cultivation technologies are advantage.
- Profound knowledge of the policy framework on climate change, greenhouse gas mitigation, NDC and carbon inventory.
- Experience with diversity, equity, and inclusion related to gender and disability for establishing inclusive business modality.
- Proven capacity for writing reports and documentation of knowledge in both English and Vietnamese
- Being multi-tasking, problem-solving and can-do attitude
- Excellent interpersonal and communication skills in both English and Vietnamese
- Professional with strong work ethics on integrity, transparency and standard roles model
- Willingness to travel as required and authorized.
