Job Description

The Accountability, Learning, and Communications Support plays a crucial role in supporting effective program delivery, learning, and communication within the SNV Laos country programme. This position contributes to monitoring, evaluation, accountability, and reporting efforts while promoting knowledge transfer both internally and externally. The position works closely with the country director in delivering the country priorities and will support the country management to deliver on its mandate.

Responsibilities:

  1. Monitoring and Evaluation (M&E):
    1. Develop and implement M&E tools and systems for program performance assessment.
    2. Facilitate the participatory development of an organisational work plan[1], ensuring alignment with project goals and objectives.
    3. Coordinate data collection, analysis, and reporting.
    4. Ensure adherence to M&E guidelines and policies.
  2. Learning and Knowledge Transfer:
    1. Facilitate a culture of reliable planning, learning, and accountability.
    2. Collaborate with project teams to develop coherent M&E plans and practices. Establish mechanisms for capturing and documenting lessons learned, best practices, and success stories.
    3. Promote knowledge sharing internally by facilitating the dissemination of knowledge and lessons learned through various channels, such as workshops, newsletters, and internal communication platforms and with external stakeholders through the development of case studies, publications, and social media.
  3. Communications:
    • Support communication efforts related to program achievements, challenges, and lessons learned.
    • Collaborate with internal and external partners to identify and highlight program achievements, challenges, and lessons learned.
    • Contribute to the development of communication materials, including but not limited to, success stories, case studies, and fact sheets.

 

  1. Coordination and Management

 

Deliverables

The consultant will work closely with the country director to agree and develop specific expected outputs or deliverables. Examples of deliverables include workplans, project briefs, M&E updates etc.

 

Timeline and Duration:

The work will be delivered between July 2024 and June 2025 with a planned input of 15 days a month.

 

Reporting and Communication:

The consultant will report to the Country Director. They will be expected to work closely with the various project managers or teams to solicit information and assist with overall work scheduling.

 

Assignment Location:

The assignment is be based in Vientiane capital with some travel to SNV project locations.

 

Budget and Payment Terms:

The consultant should submit an Expression of interest which will include a detailed CV, indicative daily rate and any other information that may be deemed suitable to show their expertise to deliver this assignment. Billing and invoicing will be based on timesheets provided based on agreed deliverables.

Qualifications

University qualification in development studies, media in development, communications in development, business analytics or a relevant field.

Additional Information

Experience and Skills:

  • At least five (5) year experience working on development projects, preferably in communications for development.
  • Excellent communication skills
  • Strong technology skills, including use of AI to generate information where applicable.
  • Communicative and proactive personality
  • Entrepreneurial skills and strong initiative
  • Excellent written and spoken English (Lao language is an advantage)
