Smoke Free Village

The use of biomass for cooking fuel and associated smoke exposure contribute to serious health problems, leading to the deaths of 14,000 people in Cambodia per year. Many more lives, mainly those of women and children, are affected by smoke-related health conditions that reduce overall quality and length of life. Further, the smoke emissions from open fires contribute to greenhouse gases that are responsible for climate change. Finally, cooking is strongly connected to livelihoods, gender, and inequalities at the household level.

The Smoke-Free-Free (SFV) initiative started in 2020 in Cambodia and has rolled out in multiple countries (including Laos, Mozambique, and Nepal) under various funding sources.

Together with our partner Energizing Development (EnDev) and Franke, we promote awareness, demand creation, and capacity building in local institutions to provide behavior change communication for clean cooking. The Smoke-Free Village approach aligns with Cambodia Basic Energy, NDC, and health plans to prevent non-communicable diseases and builds on the approach for community-led total sanitation. The SFV is a gender-based approach with the Commune Councils for Women and Children as the main partner to encourage villages to collectively eliminate smoke from burning wood. The initiative stimulates demand for clean stoves and fuels and triggers suppliers to sell more of their products and services in villages. SNV runs the activities with different stakeholders, aiming to cement an enabling ecosystem where the government ignites demand and the private sector offers the supply.

Role of the Project Field Officer

The Project Field Officer undertakes the execution of Smoke-Free Village project activities under the funding of Franke and EnDev in Kampot province. S/he is to contribute proactively to the establishment and execution of Smoke-Free Villages (SFV), where households change from the use of wood to cooking on clean energy. S/he takes the role as facilitator to work with governmental levels, especially the authorities at village, commune, and district levels, and with private sector actors to facilitate and execute the planning, implementation, and monitoring of the project activities in the assigned target areas. The Project Field Officer takes the role as first responder and adequately acts and reports to the SNV team if so needed.

Job Description

The Project Field Officer works at a sub-national level, ensuring the quality of service delivery conforms to the procedures and guidelines of SNV. S/he ensures timeliness and project standards are met. Further detailed responsibilities are as follows:

  1. Build and maintain collaborative relationships with local government-line bodies, local clean cookstove suppliers, and other key stakeholders in energy at sub-national and community levels.
  2. Plan, organize, and execute all SFV project activities, events, meetings, and workshops in a timely and effective manner, according to the agreed project workplans and budgets.
  3. Assist to organize and facilitate project launches, capacity building and training activities for local government actors (district administration officials, commune councils, village chiefs, etc.) and local clean cookstove SMEs.
  4. Provide on-going onsite support to government line actors (district administration officials, commune councils, and village chiefs) to ensure timely and effective implementation and monitoring of SFV BCC activities in target communities.
  5. As the Working Group for Clean Cooking at the provincial level is established, assist in preparing meetings and ensuring that appropriate governmental bodies are involved.
  6. Facilitate data collection activities for the project baseline, monitoring, evaluation, and reporting per agreed schedules, and ensure high-quality M&E data.
  7. With the aim of developing the supply chain of clean cookstoves in rural Cambodia, assist data gathering so that gaps in the value chain can be identified and mitigated to widen access to clean cooking energy.
  8. Responsible for cash advance and expenditure settlements
  9. Additional related tasks may be assigned from time to time as directed by the project manager.

Qualifications

  • Bachelor’s degree in relevant field with relevant experience minimum 5 years in project implementation.
  • Effectively communicate in clear language with different stakeholder and target groups, making sure ideas and essence are understood by the audience.
  • Demonstrate ability to structure and plan activities to ensure results are met, and to adequately deal with adversity in a rational and timely manner. Flag any bottle necks and explain the issues to the SNV team in a clear fashion.
  • Show passion and enthusiasm about topics of sustainable development and is motivated to contribute to public private partnerships and SME support in the fight against poverty and inequality.
  • Good oral and written communication skills in English is an advantage.
  • Solid computer skills in MS-applications (Word, Excel, Outlook, Powerpoint, Internet, etc.)
  • Knowledge of SAP by Design and Sharepoint is an added advantage
