We are currently looking for an Investment Climate Reform Project Lead 

  • Fulltime, 40 hours a week
  • Based in Brussels, Belgium
  • one year initial contract

The Investment Climate Reform (ICR) Facility, operational since September 1st, 2019, is a dynamic program co-funded by the European Union (EU), the Organisation of African, Caribbean and Pacific States (OACPS) under the 11th European Development Fund (EDF), together with the German Federal Ministry for Economic Cooperation and Development (BMZ) and the British Council. Collaboratively implemented by GIZ, the British Council, Expertise France, and SNV, the ICR Facility is committed to enhancing the business and investment climate in the African, Caribbean and Pacific Group of States (ACP). It focuses on facilitating structured dialogue between the private and public sectors, aiming to foster a more conducive environment for business and investments. The program has three pivotal components: Technical Assistance for Business Environment and Investment Climate Improvement,

Strengthening national and sub-regional development financial institutions and, Compiling and mainstreaming lessons learned and good practices. SNV, leading the first component and contributing to the third, is seeking a skilled project manager.

Job Description

The Project Manager is responsible for overseeing and orchestrating the project's lifecycle, in this case including its execution, completion, and the management of its team. This role entails ensuring that the project adheres to its defined scope, budget, timeline, and quality standards, in accordance with the obligations laid out in agreements with the donor and other key stakeholders. The Project Manager operates in accordance with SNV's established standards for project management, as well as adhering to donor guidelines, with the goal of delivering high-quality impact and fulfilling the project's agreed-upon results.

Responsibilities

In this role you will lead the overall planning, execution, and completion of the project, ensuring alignment with the ICR Facility's strategic goals. Besides this you are responsible for:

  • Team Management: Direct and manage project team members, fostering a collaborative environment and ensuring effective allocation of resources.
  • Stakeholder Engagement: Liaise with donors, partners, and other stakeholders to maintain strong relationships and ensure project alignment with stakeholder expectations.
  • Budget and Resource Allocation: Manage the project budget, ensuring efficient use of resources and adherence to financial guidelines and donor requirements.
  • Quality Assurance: Monitor and maintain project quality standards, implementing continuous improvement practices to meet or exceed project deliverables.
  • Risk Management: Identify, analyse, and mitigate project risks, ensuring timely resolution of issues to prevent project delays or budget overruns.
  • Reporting and Documentation: Prepare comprehensive reports and maintain detailed project documentation for internal and external stakeholders.
  • Capacity Building: Strengthen capacities through effective knowledge transfer, training, and support in line with SNV's core themes and values.
  • Travel and Coordination: Undertake regular visits to ACP countries and the SNV Netherlands Office for project coordination and monitoring.

Qualifications

To be successful in this recruitment you have at least:

  • A degree in Economics, International Development, Project Management, Business Administration.
  • Minimum of 6 years’ experience in project management, preferably in international development and business investment reform.
  • Strong leadership and team management skills, with an ability to inspire and motivate multidisciplinary teams.
  • Familiarity with guidelines and requirements of donors such as the EU, OACPS, EDF, BMZ, and the British Council.
  • Excellent communication and interpersonal skills, capable of engaging effectively with diverse stakeholder groups.
  • Strong analytical skills and adept at problem-solving, especially in complex project environments.
  • A deep understanding of and respect for cultural differences and the ability to work effectively in a multicultural environment.
  • Fluency in English; additional language skills (e.g., French, Spanish) relevant to ACP countries are a plus.
  • Ability and willingness to travel regularly to ACP countries and other relevant locations.
