Overview of the Position
The Contracting and Procurement (C&P) specialist is appointed in SNV Uganda’s Contracting and Procurement team within the Operations department. The C&P Specialist supports and monitors the proper implementation of SNV C&P Policy and Procedures across projects and the country office. (S)he is detail-oriented, thorough, organised, and able to prioritise; ensures procurement of goods, works, non-consultancy and consultancy services at the right price, of the right quality, in a timely and efficient manner; managing the database of contracts across the country office. (S)he also supports negotiation, establishes, and administers contracts for SNV Uganda. S/he focuses on ensuring best practice in contracting and procurement across SNV Uganda; identifies and shares risks and learning; applies it in his/her, and broader Operations team, support, and control activities; identifies gaps and areas of improvement as well as, proposes solutions to ensure streamlined and efficient procurement processes. The C&P Specialist supports the Country Operations Manager and C&P Officer(s) in the maintenance of, updates and proper filing of documents in SNV Uganda’s ERP site, including relevant contract templates, instructions, and tools.
Job Description
Comprehensive contracting and procurement support throughout the acquisition lifecycle.
- Provides support to project teams and other stakeholders in the implementation of the C&P Policy and procedures
- Ensures compliance throughout including proper record keeping; maintains a strong overview on procurement requirements across teams with the aim of optimising processes
- Identifies risks and learning
- Proposes improvement and shares information with relevant Operations’ stakeholders.
- Monitors follow up on relevant actions.
Quality and timely procurement planning and reporting for decision making and risk management.
- Supports the development and maintenance of relevant planning and reporting tools and formats and the compilation of reports.
- Maintains and develops reports in SNV systems as required.
- Prepares and submits procurement activity reports to management through Country Operations Manager.
Training
- Develops and delivers training as relevant under the supervision of the Country Operations Manager.
Continuous learning
- Identifies risks, improvements and learning for areas under his/her responsibility.
- Proactively provides solutions and/or improvements to C & P colleagues.
- Participates in learning initiatives.
Documentation
- Maintains country level contracting and procurement databases and systems.
Qualifications
A Bachelor’s degree in Administration, Public procurement, Purchasing and Supply, or other Supply Chain Management related field or equivalent. Master’s degree will be an added advantage. A minimum of 7 years of demonstratable, progressive, and relevant experience in procurement. Strong IT skills including advanced Excel. A proven track record in international development cooperation (project) contracting and procurement. Solid knowledge of multiple donor compliance requirements on contacting and procurement. Well grounded, well-seasoned professional. Strong collaborator and influencer with effective interpersonal skills and analytical skills able to work seamlessly across cultures and organizational units. Commitment to gender equality and social justice. Experience of working in a multi-cultural environment is essential. English fluency (oral and written).
