About KOSAP
Driven by the imperative to provide equal opportunities across the entire Kenyan territory as key to achieving Kenya’s Vision 2030, and the national target of achieving universal access to electricity by 2026 and universal access to clean cooking solutions by 2028, the Government of Kenya (GoK) seeks to close the access gap by providing electricity and clean cooking services to remote, low density, and traditionally underserved areas of the country. The GoK intends to use US$150 million, in Kenya Shillings equivalent, of financing from the World Bank to deliver the Kenya Off-Grid Solar Access Project (KOSAP).
The KOSAP project promotes these objectives by supporting the deployment of clean cooking technologies for households, and the use of solar to drive the electrification of households, enterprises, community facilities, and water pumps. The Ministry of Energy and Petroleum (MoEP), Kenya Power and Lighting (KPLC) and the Rural Electrification and Renewable Energy Corporation (REREC) are implementing the project in 4 components:
- US$78M: Mini grids for Community Facilities, Enterprises, and Households
- US$15.7M: Stand-alone Solar Systems and Clean Cooking Solutions for Households
- US$21.3M: Stand-alone Solar Systems and Solar Water Pumps for Community Facilities
- US$35M: Implementation Support and Capacity Building
SNV is the KOSAP Facilities Manager (KFM) for the Component 2 of the project. Component 2 consists of two sub-components; (i) sub-component 2A which is a Solar Service Providers Results-Based Financing (SSP RBF) Facility and (ii) sub-component 2B which is a Clean Cooking Solution Results-Based Financing (CCS RBF) Facility. The activities of Component 2 are aimed at increasing access to modern energy services in remote, low-density, and traditionally underserved territories of the country. The implementation period of the project started on November 23, 2018, and ends on May 31st, 2025.
These underserved areas, which cover the geographical scope of the KOSAP project, are identified as 14 counties, deemed ‘marginalized’ by the Commission on Revenue Allocation (CRA). Due to the remoteness and sometimes dispersed nature of the target populations and considering the socioeconomic profile and lifestyles of those residing in these counties. The KOSAP project is designed to address the high costs of developing the market infrastructure, low affordability of the potential users, and sustainability of service provision using an abundantly available renewable energy resource. These counties are: West Pokot, Turkana, Marsabit, Samburu, Isiolo, Mandera, Wajir, Garissa, Tana River, Lamu, Kilifi, Kwale, Taita Taveta and Narok.
Job Description
The Senior Data Officer will be responsible for managing data and information systems, focusing on safeguarding digital tools integrity, availability, and confidentiality. This role encompasses various responsibilities, starting with efficient data management organizing, storing, and ensuring the accessibility of information. The Officer will implement a robust protocol to protect data, and access controls to prevent unauthorized access.
The Officer will also contribute to development of data collection tools by collaborating with Monitoring and Evaluation (M&E) Officer, identifying areas for improvement of the current KFM database systems, and integrating new technologies for enhanced efficiency. The Officer will also provide systems support, troubleshoot system issues, conducts system checks, and offers training to ensure proper data handling practices among staff.
Roles and Responsibilities
Data Management:
- Develop and implement data management policies, ensuring efficient data collection, storage, and retrieval.
- Establish and enforce data quality standards to maintain accuracy and consistency.
- Collaborate with relevant stakeholders to streamline data-related processes.
- Minimise database downtime and manage parameters to provide fast query responses.
- Perform tests and evaluations regularly to ensure data security, privacy and integrity in line with the Data Protection Act, 2019.
- Monitor database performance, implement changes and apply new patches and versions when required.
- Incorporate the E&S safeguards key reporting data and metrics into the KFM’s data management processes and repository platform(s).
CRM:
- Identify an appropriate CRM Platform for use by the project.
- Design and develop the CRM based on the project requirements.
- Maintain data and information on the CRM.
- Ensure CRM is secure.
Information Security:
- Create and enforce information security policies, including access controls and incident response procedures.
- Identify and mitigate security risks through regular assessments and audits.
- Ensure compliance with data protection regulations and organizational privacy policies.
- Ensure the database management systems adhere to best practice, comply with the Data Protection Act of 2019, and are accordingly updated.
System Security and Development:
- Conduct security assessments, penetration testing, and maintain disaster recovery plans.
- Recommend technology solutions for operational efficiency, staying updated on industry trends.
Training and Awareness:
- Provide training programs on data security and privacy for KFM staff and other stakeholders.
- Promote a culture of security awareness to reduce the risk of data breaches.
- Train and support recipients in uploading data to the reporting portal
- Training and support to IVA in the use of verification database
System Development and Support:
- Oversee and coordinate the development of data-related systems and applications.
- Provide ongoing support and maintenance for data systems to ensure functionality and security.
- Regularly update and maintain KOSAP-FM website by improving its look and feel.
Qualifications
Education: A bachelor’s degree in computer science, Information Technology, Data Management, or related field. A master’s degree is preferable.
Experience: Minimum of 5 years of relevant experience in data management, information systems, or a similar role. Prior experience in energy projects or development programs is an advantage.
Technical Skills:
- Strong experience in database management systems, data governance, and data quality assurance.
- Strong knowledge of information security principles, including risk management and compliance.
- Experience in system development, deployment, and maintenance.
- Familiarity with relevant software applications and technologies preferably PHP, JavaScript, Html
Analytical Skills: Ability to analyse complex data sets, identify patterns, and make data-driven recommendations using tools like Power Bi, Tableau or any data analysis and visualization tools.
Communication: Excellent written and verbal communication skills. Ability to convey technical information to non-technical stakeholders effectively.
Teamwork: Proven ability to collaborate with multidisciplinary teams, fostering a culture of knowledge sharing and collaboration.

Contract Duration: 1 year with potential for extension
Expected Start Date: January 2024
Duty Station: Nairobi, Kenya with regular travel in-country.
