Project Background

Kunzila Integrated Land Scape Management and WASH (ILMWA) is a 5 years project funded by the Embassy of the Kingdom of the Netherlands (EKN) which aims to improve health, gender equality and social inclusion, and wellbeing of people in Kunzila water shed in North Achefer districts in Amhara region.

The project brings multiple government departments at the watershed, woreda and Region together to strengthen the concerted effort, with a pool of expertise, knowledge and experience for joint planning, budgeting, and implementation of the WASH work plan.

Purpose of the Job:

As Gender and Social Inclusive (GESI) Advisor, s/he will bring extensive gender and social inclusion knowledge in Ethiopia as well as key knowledge of gender and socio-economic dynamics in the project location. The GESI expert will play a critical role in mainstreaming GESI considerations at all levels and in all components of the project considering power differences and will be responsible for materializing the three components of the GESI approach -namely improving access to public decision making; balancing benefits; and recognising and understanding the dynamics of exclusion.

The position holder will undertake a review of current policies and conduct an analysis of how gender inequality and social exclusion impacts access and availability to WASH services for the EKN funded integrated Project implemented in Kunzila watershed area in Amhara region.

Job Description

Key Responsibilities:

Advisory Services

  • Advice and support the PM in rolling out of evidence and GESI tools developed.
  • Carry out assessments of the Gender and social inclusion issues and in relation with water, sanitation and hygiene situation of communities in the Kunzila Water Shed in North Achefer woredas and provide assessment reports with key recommendations and designs of what needs to be done in the area of GESI.
  • In coordination with Project Manager ensure that all GESI reports are accurate and submitted in a timely manner.
  • Coach the team of SNV advisors and woreda Women and Social Affairs office staff on the implementation of GESI activities;

Knowledge Development

  • Inform WASH knowledge agenda with direction set by the ILMWA project implementation modalities and donor requirement/EKN.
  • Support the development of case studies and report to the PM to be disseminated to larger audience/ stakeholders including GoE, EKN, SNV global and other NGOs working in the WASH sector.
  • Capture lessons learned, stimulate internal and external knowledge exchange and suggest ways how to translate this into practice and report to the PM.
  • Periodically collect information about what other organizations are best doing/working within WASH sector more specifically at the kebele, woreda, zone and region to gain institution knowledge of the environment;

Project and process development

  • Develop detailed implementation plan for GESI activities.
  • In consultation with the Project Manager (PM) and with the SNV scope of work (SoW); engage in the preparation of detail fiscal and financial plans.
  • PM internally and externally by the Consortium Lead and the donor (EKN).
  • Implement periodic project monitoring and evaluation to ensure targets are being met and where needed re-alignment of project interventions to meet targets.
  • Coordinate with other WASH actors in the region, the communities, and other NGOs in order to incorporate best practices into programme planning.
  • Work closely with Project Manager and other project staff to ensure that there is consistent, quality monitoring and evaluation of water, Hygiene and sanitation related activities and that reporting is accurate and on time.

People Management

  • Ensure that all people, regardless of gender and social status benefit from, and are empowered by improved water and sanitation services, and hygiene practice.
  • Implement and supervise capacity building for the woreda, zone of the government in strong collaborating with the regional government to tailor a package of support based on their needs in WASH and OWNP planning, budgeting, coordination, implementation, monitoring, and reporting.
  • Ensure the quality and timeliness of all deliverables indicated in the Project Proposal document.

Positioning

  • Seek opportunities for different kinds of partnership for enhanced quality program implementation and leveraging with the project at kebele, woreda, zone and region.
  • Engage in the WASH sector platforms and networking at woreda, zone and region relevant the project.
  • Build smooth and strong partnership in a holistic manner and represent SNV with relevant regional, zonal and woreda and other development partners, WLRC – the project Lead and in particular with EKN.
  • Implement regular Gender coordination and strategic planning activities with communities and Local Government Authorities.
  • Coordinate with Water, Health, Education sector offices and community members to ensure that community capacity in GESI is developed.

Business Development

  • Identify and advice the PM on potential and new opportunities including donors for resource mobilisation or business development which is aligned to SNV sector strategy.
  • Provide the business development team with relevant WASH information which could be helpful as an input.
  • Actively contribute to the development of Concept Notes, proposals development.
  • Ensure all GESI activities remain in compliance with both agency and donor regulations.
  • In coordination with Project Manager, ensure compliance with all grants related reporting requirements.
  • Work with Logistician and Project Manager to procure appropriate materials.

Qualifications

Education and Skill Requirements:

  • University Degree, preferably master’s level, in the field of women’s studies, gender and development, social sciences, or related studies.
  • At least 5 years of experience in providing technical assistance in Gender Equality, Social Inclusion, Community Engagement and Accountability in WASH projects.
  • Good understanding of technical issues regarding WASH, community based SBCC development and roll out strategies with very good understanding of social and gender.
