Background of the projects
The Climate Resilient Agribusiness For Tomorrow – East Africa (CRAFT-EA) Programme is a 5-year, € 36 million project being implemented in Kenya, Tanzania and Uganda. The project uses an inclusive Business Development approach to support the international and Dutch efforts on climate change and sustainable production in arable farming. The programme will work with and through the private sector and supports public sector partners in creating an institutional environment for wide-scale adoption of CSA-practices. It is driven by 3 pillars: i) adoption of CSA practices & technologies in arable crop production farming systems; ii) acceleration of investments and business growth in selected value chains; iii) improved enabling environment for scaling out of CSA. Interventions are centred on business cases which are derived from a thorough climate risk assessment and financial analysis of value chains in pulses, oilseeds, potatoes, and grains. A climate smart business case matching grant facility aims to further improve access to finance and facilitate scaling. The programme is implemented by a consortium consisting of SNV, Wageningen University & Research (WUR), the CGIAR research programme on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and Rabobank, and is financed by the Dutch Ministry of Foreign Affairs (DGIS).
The Regenerative Agricultural practices for improved Livelihoods and Markets (REALMS) project is a 4-year project targeting 10,000 farmers in Kenya and Rwanda and whose goal is to improve the livelihoods of smallholder farmers in Western Kenya and Western Rwanda through creating conditions for the successful adoption of regenerative agricultural practices.
The expected project outcomes include: 1. Adoption of regenerative agricultural practices by smallholder farmers, leading to improved soil and water quality and improved livelihoods of smallholder farmers. 2. Increased investment, business growth and revenues for local service providers of products and services supporting regenerative agriculture. 3. Improved enabling environment, favourable to market driven regenerative agriculture.
REALMS will support the adoption of regenerative agricultural practices including circular agriculture practices at the farm level with a focus to influence production and encourage service providers (SMEs) to supply the required products and services. REALMS will support practices related to: I. regenerating soils, II. biodiversity and eco-systems, III. optimum use of resources IV. using renewable energy V. cycling and designing out waste.
The REALMS Counties in Kenya include: Bungoma, Kakamega, Kericho, Nakuru and Uasin Gishu and will work with farmers in Livestock, Horticulture, and Agroforestry value chains.
To reach this goal, REALMS will use a combination of a number of interlinked approaches including participatory testing of new agricultural practices; market development and commercialization of regenerative products and services by supporting SMEs; inclusion of women and youth; scaling built in by actively engaging the public, civil society and private sector players; learning and knowledge development embedded in all project activities; building up an evidence base for advocacy, and support agricultural policies which govern and regulate the agricultural sector.
SNV-Kenya REALMS supports 8 regenerative business cases working directly with smallholder farmers or through last mile distributors in market development and commercialization of regenerative agricultural technologies. The business cases are supported through a structured capacity enhancement program.
Job Description
The general objective of the assignments is to support the respective projects' (SNV CRAFT & REALMS projects) finance function to review partner monthly/quarterly financial reports for consistency, completeness, and accuracy of documentation.
To achieve this the consultant will:
- Compile documents and relevant information for maintenance of the subgrantee database
- Verify statutory compliance status for the sub-recipients
- Verify and compile regular summaries of partners financial status reports;
- Assisting in ensuring that accurate provisional reports are received for monthly accrual before actual verification and review starts
- Assist in performing monthly analysis of expenditure reports from the SNV accounting system;
- Assist in monitoring partners’ liquidation reports (progress and final), review and verify documentation and financial report;
- Provision of financial capacity building for the sub-recipients
- Review and updating finance report on the MIS system
- Asset verification for sub-recipients
- Milestone invoicing for sub-recipients
- Assist in monitoring funding status of each sub-recipient according to the agreements.
- When applicable, assist with budget preparation, reviews and reallocations;
- Provide short biweekly report on activities undertaken and emerging issues;
- Where applicable, assist in ensuring compliance to Donor regulations and award requirements;
- Perform any other duty assigned by the Project Finance Officer, Country Finance Manager, and the Project Managers
Qualifications
The desired candidates should posses the following;
- At least Bachelor of Commerce, Finance, Banking or any relevant degree and CPA-K
- Advanced knowledge of Microsoft Office (Word, PowerPoint and especially Excel)
- 2 to 3 Years’ experience with NGOs, specifically subgrantee management
- Experience using ERPs like SAPBD
- High ethical standards, Integrity, & professionalism
- Excellent interpersonal skills, flexible and ability to work in a multi-cultural environment,
- Competence in common IT applications
