Job Description

The Project Advisor will be responsible for working on the SUSTAIN ECO project, which focuses on the restoration of ecosystems and biodiversity, environmental conservation, and water resource management across the Sumbawanga Landscape.

Key responsibilities include the following:

  • Lead on the development of those aspects of the annual work plan which relate to integrated water resources management and governance issues for the Lake Rukwa Water Basin Authority and other bodies with responsibilities related to water resources management, and other intervention areas as guided by the Project Manager.
  • Implement and supervise day-to-day activities related to integrated water resources management within Sumbawanga Landscape, with a focus on sustainable use and allocations for productive purposes, environmental and social considerations
  • Provide the lead technical guidance on interventions relating to irrigation and water resources management activities, including the monitoring of water quantity and quality, and the design of evidence-based sustainable irrigation schemes and associated contract development issues
  • Actively engage with key stakeholders (e.g., Lake Rukwa Water Basin Authority, the water and irrigation units, AMCOS, farmers associations, WUAs etc) and contribute to building their technical, coordinating and planning capacity
  • Monitor and evaluate project performance and progress against approved work plans under integrated water resources management and irrigation and suggest corrective measures where appropriate.
  • Undertake research/assessments and supervise consultants undertaking research relating to issues of water resource management and related interventions
  • Initiate and coordinate activities leading to the collection of a sound hydrological and bathymetric data, in close collaboration with Lake Rukwa Water Basin Authority, to support evidence-based decision-making concerning integrated water resources management
  • Prepare progress reports, in line with both donor and SNV internal procedures and requirements that update the management on project implementation, and of all other major project deliverables defined in the contract.
  • Comply and adhere to all SNV procedures and policies, including Travel, procurement, Finance and HR issues

Any other relevant duties as shall be determined by the PM or Management team

Qualifications

  • Master’s level degree in water resources management/ environmental sciences/ hydrology/irrigation or related field

  • A minimum of 6  years’ work experience with development programs focusing on water/natural resource management, conservation issues, or environmental management in Tanzania
  • Knowledge of tools and approaches to tackle soil erosion and lake/river siltation
  • Hands-on experience of coordinating and facilitating multi-stakeholder platforms at all levels
  • Excellent communication skills in English and Swahili (both written and oral)  including very strong report writing and presentation skills.
  • Willingness to travel long distances in remote rural areas
  • The ability to work effectively in a multi-cultural setting
  • Expertise in applying water quantity and water quality monitoring tools and other hydrology concepts (including bathymetry) is highly desirable
  • Experience of designing irrigation schemes and related technologies including water efficient tools (highly desirable)
  • Expertise and use of GIS tools to generate maps for evidence-based decision- making and documentation desirable
  • Experience of working with international organizations is an advantage
  • Knowledge and application of climate resilience and Gender Equity and Social Inclusion (GESI) approaches is an advantage
  • Knowledge of fisheries and sustainable fishing practices is an advantage

Functional Competencies - demonstrated ability in:

  • Technical Skills and Knowledge: Advanced and up-to-date knowledge and experience of integrated water resources management approaches, river basin development, water resources/hydrology data systems and tools, water resources financing including payment for environmental services (PES) mechanisms, water abstraction surveys, and pro-poor approaches
  • Monitoring & Evaluation: Sound experience of monitoring and evaluation tools and approaches, analysis of water resources information (including water quality, water quantity, and bathymetry) and ability to concisely summarise key findings and recommendations
  • Multi-Stakeholder Engagement: Ability to coordinate, communicate effectively and trigger consensus among a wide range of stakeholders including high-level government officials, researchers, NGO representatives, farmer cooperatives, and Water User Associations.
  • Ability to carry out research related to legislation, enforcement and regulations and develop tailored recommendations
  • Ability to work well independently and with a diverse, multi-disciplinary group in a fast-paced, team-oriented work environment.
  • Able to assess and prioritize multiple tasks, projects and demands

Computer and software proficiency – Outlook, MS Word, Excel, PowerPoint, Publisher, and Adobe Photoshop, ArcGIS/QGIS or similar geospatial software

  • Languages: Fluent in English and Kiswahili
  • Desired Start Date: Immediately 2023
  • Contract Duration: Two years renewable based on performance
  • Reports to: Project Manager

NB: Candidate should be ready to relocate to Sumbawanga Town, Tanzania or Mpanda Town, Katavi
