Innovations Against Poverty (IAP) is a specialized fund that challenges private sector companies to innovate products, services and business models that benefit people living in poverty (PLIP), while delivering commercial benefits for the private sector. The programme, funded by Sida (Swedish International Development Cooperation Agency) and managed by SNV in partnership with BoP Innovation Center (BoPinc) and Inclusive Business Sweden (IB Sweden), supports companies operating in the agriculture/food, renewable energy, and WaSH sectors, in Cambodia, Ethiopia, Uganda, or Zambia. The programme pays significant attention to gender and environmental sustainability as part of its screening criteria, and companies receive tailor-made advisory services, including mentorship from impact investors, thus helping them develop and roll out their inclusive business idea. Low-income markets represent a significant business opportunity: The four billion people living on less than USD 8 a day constitute a global consumer market with a shared purchasing power valued at USD 5 trillion. By thinking innovatively, private companies can develop businesses that solve social and environmental issues while at the same time maximizing their competitiveness and profitability. However, many of these initiatives face commercial, technical, and financial risks, and have limited access to finance as they are frequently too large for micro-financing but too small and risky for mainstream commercial debt and venture capital. The IAP Fund functions as a risk sharing mechanism, to stimulate private sector development initiatives which otherwise would not take place.

Consultancy Objective 

The End-of-Project evaluation will assess progress towards the achievement of the project objectives and outcomes as specified in the Project Documents for the period October 2016 to February 2023. It should be noted that as the project extends to December 2023, there may be some further outcomes that are achieved beyond the scope of the evaluation period, but there is value in carrying out an evaluation prior to the full project end to ensure significant engagement from all project stakeholders.

    Job Description

    The objectives of this evaluation are:

    1. To evaluate the results achieved, assess the relevance, coherence, effectiveness, efficiency, impact and sustainability of the project implementation. The guide for the evaluation is based on the Organisation for Economic Co-operation and Development (OECD) Development Assistance Committee evaluation criteria
    2. To assess the extent that project results achieved are sustainable
    3. To assess the extent that project results are likely to be scaled further once the project ends.
    4. Key lessons learned from the project, which can be taken into account in any future project designs or extensions.
    5. The evaluation is also intended to capture key success factors and challenges.

    Qualifications

    This assignment is to be executed by a team of qualified experts (at least Msc level) with the requisite knowledge, skills, and experience related to the following aspects:

    • Challenge fund management
    • Private sector development (with context knowledge of Ethiopia, Zambia, Uganda, and Cambodia)
    • Innovative and inclusive business models for the BoP market
    • Agriculture/food, Energy, and WaSH sector-specific knowledge
    • Social impact measuring
    • Gender and environment integration
    • Impact investment
    • Knowledge development and communications
