SNV, Netherlands Development Organization, is operating in Ethiopia since the 1970s. Horti-LIFE II is a horticultural development program funded by the Embassy of the Kingdom of the Netherlands (EKN) and implemented by SNV Ethiopia in cooperation with the Ministry of Agriculture (MoA).  With a budget of 20.5 million Euro, it is implemented from mid-2019 until mid-2023. The project is a follow-up project of Horti-LIFE I that operated from 2016-2019. It is implemented in 80 districts in five regions (Amhara, Oromia, SNNPR, Sidama & Tigray).

The project's purpose is to ‘increase rural income, jobs and diet diversity by improving the productivity, diversity and food safety in the horticultural sector in a gender - balanced and nutrition- sensitive way’.

Consultancy Objective

The evaluation has the following objectives:

• To assess the relevance, effectiveness, efficiency, sustainability and impact of the project.
• To assess (compare, analyse, measure), whether and to what extent the project achieved the results specified in its’ Results Framework (at output and outcome level, and at impact level) with smallholder farmers and with the institutions (MoA and education institutes) and companies (grantees of the SCIF Find) that benefited from the project
• To assess the wider relevance and contribution of the project to horticultural sector development in Ethiopia;
• To assess the appropriateness and effectiveness of strategies, approaches and modalities used in the project to realise the intended results;
• To assess the integration of cross cutting themes of gender and environment in the project
• To identify major bottlenecks for the project implementation and for the horticultural sector. 

The evaluation has to be implemented by a team of one international and one national consultant.  The requirements are as follows:

Eligibility criteria:

• International track record and demonstrated experience in project evaluation, especially in evaluating horticulture-related projects in Africa.

• Three Reference letters from donors or other organisations who commissioned the evaluations, indicating how they appreciated the quality of project evaluation work.

• Written engagement stating that the consultancy and its team members do not have any direct or indirect interest in the results of the project evaluation and possible future new projects.

• Ethiopian experts engaged in the baseline can not participate in this evaluation.

Selection criteria for the evaluation team

• The international team leader should have demonstrated experience & expertise in smallholder horticulture development and in project evaluation in Africa.  Experience in agricultural extension and education is important.  Expertise in the creation of an enabling environment is an advantage.

• The Ethiopian team member should have a strong profile in agribusiness development and have a good understanding of the Ministry of Agriculture at all levels.  The Ethiopian team member preferably speaks at least one local language next to Amharic.

Both the technical and financial proposals should be in a separate sealed and stamped envelope by writing the name of the specific assignment.

2% withholding tax will be deducted from the consultant fees at the source and will be paid by SNV – Ethiopia, assuming a TIN number and license can be provided.
