Ending Drought Emergencies: Climate Proofed Infrastructure for Improved Water Supply and Sanitation in Arid and Semi-Arid Lands Areas (EDE-CPIRA).

EDE-CPIRA is a four-year project being implemented by SNV Netherlands Development Organisation (SNV) and the Water Sector Trust Fund (WSTF) with the support of the European Union Delegation to Kenya. The project target areas are the eight Arid and Semi-Arid Counties of West Pokot, Baringo, Kitui, Kilifi, Kajiado, Mandera, Samburu and Taita Taveta Counties.

EDE-CPIRA’s overall project objective is to identify, plan and progressively address in a coordinated and comprehensive manner the deficit of climate-proofed water supply and sanitation infrastructures and their maintenance at national, county and community level.

SNV’s specific objective in this project is to improve the functionality and climate resilience of rural water systems by structuring Public Private Community Partnerships. This requires improving the operations and maintenance and commercial viability of selected rural water systems within the eight target counties.

The approach is based on a pilot project implemented by SNV in Western Kenya that brought about structural changes in traditional water service delivery by setting up partnership management models with government entities, users of service, civil society organizations and private sector. The successes of this pilot led to Government’s adoption and publication of the rural water guidelines by the Water Services Regulatory Authority[1]

The EDE-CPIRA project seeks to scale the best practices from the pilot program by engaging in intensive capacity development activities with the eight county government authorities, private sector, solution providers to provide practical solutions through practical service delivery models that address water delivery challenges in communities in the ASAL context.

Job Description

SNV is looking for a local Consultant with demonstrated expertise and thorough experience in providing capacity development to WASH actors specifically water committees that manage rural water systems. The Consultant will be allowed to work with a team that will support him/her with complementary expertise to ensure that the full scope of the assignment is delivered in quality and on time. The consultant will be required to undertake the following assignment.

  1. Assess the training needs/gaps of water committees and communities that signed PPCPs.
  2. Develop training materials for water committees and water users.
  3. Conduct practical on-site training to eight water committees that will directly result in improved functionality and operational efficiency.
  4. Conduct educational campaigns to community water users to create value for paying for water, create awareness on water quality, water borne diseases, economic cost of consuming unsafe water etc.
  5. Engage water stakeholders (water users associations, county water departments and water operators and partners) from the eight target counties on roles and responsibilities for sustainable partnerships for water service delivery.
  6. Provide linkages to community managed water systems that support or complement public private community partnership models i.e., financiers, solution providers, water operators.
  7. Promote enterprise development initiatives that improve community water systems operational functionality and improve resilience of water users to climatic shocks (droughts and floods) For example, linkages to livestock and agribusiness initiatives etc.   
  8. Provide linkages to financiers of water infrastructure for expansion of services. For example, blended finance, impact investors, grant providers, CSR initiatives etc.  

Key Deliverables from the Lead Consultant

The consultant will (with the support of his/her team) be expected to deliver on the following key deliverables:

  1. Ensure that eight water committees trained.
  2. Develop handbooks on Public Private Community Partnerships and have them published.
  3. Have communication material for awareness creation campaigns developed and published.
  4. Conduct education and awareness campaigns.
  5. Document and publish knowledge management documents on process/approach, best practices and success, impact stories and photographs.
  6. Develop delivery reports on capacity development and training plans.This shall include a detailed report on each community training provided, proposed exit strategies/follow on initiatives for each community and a final report on the assignment process and results of the consultancy.

Qualifications

The consultant must exhibit the following qualifications below With (3) and (4) being demonstrated by the support team of the consultant.

  1. First degree in Engineering, with a specialisation in water infrastructure and management, Finance, Development studies (a Masters’ degree in the same will be considered an added advantage)
  2. 15-20 years’ experience in performing local capacity development (capacity building training and education, creating/conducting awareness campaigns, conducting willingness to pay and ability to pay surveys, research etc.)
  3. Good understanding of rural water systems, operational and maintenance cost recovery strategies, professionalisation of water operations and enterprise development.
  4. Experience in documentation of knowledge management products such as case studies, handbooks, educational campaign material etc.
  5. Good analytical and critical thinking skills, problem-solving, judgment and decision-making skills and the ability to monitor and explain trends and variances.
  6. Excellent report writing skills and strong presentation skills, with the ability to communicate complex information in a simple clear and concise manner, for different purposes and across multiple audiences.
  7. Strong relationship management skills, with the ability to engage direct and indirect reports and peers.
  8. Good negotiation and persuasion skills with the ability to influence people positively.
  9. Able to work both independently, efficiently, and effectively as well as in collaboration with people at various levels and from different backgrounds.
  10. Proficiency in MS Office applications i.e., Word, Excel, PowerPoint, Outlook.
  11. Proven ability to teach/mentor others such as stakeholders or partners.
  12. Excellent written and verbal communication skills in English and Swahili.

Additional Information

This is a full-time consultancy position with the successful Consultant (candidate) being contracted on a consultancy contract for an initial period of 1-year with the possibility of renewal.
