Job Description

Through its water sector, SNV’s aims to contribute to improving water security for all, namely the reliable availability of an acceptable quantity and quality of water for health, livelihoods, ecosystems and production, coupled with an acceptable level of water-related risks. Under the water sector SNV supports sustainable and inclusive water uses for domestic and productive proposes, sanitation, pollution and waste management, as well as an urban integrated water cycle approach and water resource management.

The work in the water sector touches upon three human rights: the human right to water and sanitation, and the human right to a clean, healthy and sustainable environment. Governments are the duty-bearers of progressive realisation of these rights in their areas. Therefore SNV works with governments to develop and implement sustainable water governance systems which engage private sector and civil society in a way that rights for all are realised, even for those areas that are less profitable or have less political weight.

SNV has a track record in facilitating structural change at different levels (national, sub-national, local), bringing together relevant stakeholders and creating conditions for change at scale. In Bangladesh, SNV has been operating since 2006. Our long-term presence continues to provide the country programme with a sound understanding of the local context and ensure that we are aligned with the national development priorities of the country. Since 2013 we have been working on city-wide urban sanitation and hygiene through multiple programmes in 6 cities. In these we are strengthening the service chain, treatment and re-use, governance and regulation, behavioural change interventions, as well as finance and investment. We are supporting the cities to develop effective public-private partnerships with the required oversight. We also contribute to national dialogue and development of the sub-sector.  

Going forward, we are broadening our approach to an urban water cycle, including water supply, sanitation, solid waste, grey water, storm water and floods and droughts. Moreover, we are scaling our work on city-wide sanitation and solid waste towards other regions and more towns and cities, developing the right public-private partnership models and enhancing their performance. Overview of the position

SNV seeks a talented, entrepreneurial, result-oriented and proven professional who will work with the country team in Bangladesh to manage the Urban Water Cycles project under guidance of the sector lead.

The project manager is responsible for the overall vision, leadership and guidance of project, internally with the project staff and externally with donors, host governments and other stakeholders. She/he will be responsible for overall project planning, implementation and management which includes among others: effectively steering project staff and team; efficient management of financial resources; review and approval of project budgets and monitoring expenditures; supervision of field operations; supervision of procurement and monitoring & evaluation; and ensuring quality control and timeliness of all deliverable as required. S/he will ensure full compliance with the donor contract and regulations and will oversee the project reporting process to the donor. S/he will oversee performance management of all project staff working in his/her project. The Project Manager reports directly to the Sector Leader and collaborates closely with the WASH global sector team.

Key roles of the Sustainable Urban Water Cycles Project Manager:

  • Manage the Sustainable Urban Water Cycles Project
  • Contribute to the Bangladesh water team in development of the water sector portfolio, as well as the Bangladesh team more broadly
  • Strengthens visibility and positioning of the Bangladesh water portfolio, contributing in particular writing and analytical skills.

The Project Manager reports directly to the Sector Leader and collaborates closely with the Country Director and Global Water Sector team.

Responsibilities

  •  Project set-up: Initiate implementation of the project plan upon approval of donor(s) and sector leader and/or country director, in accordance to the SNV project management procedures, relevant SNV structures and procedures, accounting principles, donor requirements and contracted commitments.
  • Programme Management: Lead, manage and motivate the project team, partners and relevant stakeholders; deliver effective development results, planning and monitoring, financial management, and donor reporting; 
  • Project quality assurance: takes responsibility for the (technical) content of the  project, ensures quality of the deliverables and ensures sufficient technical input to meet the quality standards.
  •  Contract Management & Project Accounting: Manages and accounts for full compliance of administrative, finance and HR components of the project with SNV internal procedures and donor requirements
  • People Management: lead, manage, develop, and coach the team members, partners and consultants
  • Manage Relationships: Build, strengthen and manage partnerships with the donor, local and national partners, under guidance of the Sector Leader
  •   Business Development: Signal and act on potential for positioning, innovation, up-scaling and potential follow up on project contributes to the development of proposals for the water sector in Bangladesh
  • Monitoring & Evaluation: ensure uniform understanding and practice in planning, reporting, monitoring, and evaluation of the project in line with SNV’s internal frameworks
  • Knowledge management: Contribute to learning, documentation and evidence-based knowledge development by full documentation and sharing of project insights and results. in collaboration with the Sector Leader and SNV’s global team and partners When applicable can be appointed as (national) focal point of an expertise network.

Additional Information

  •  Master's Degree in a relevant technical field
  •  3+ years of relevant experience in urban sanitation or a water sector-related field in urban contexts, preferably some years in a management role, preferably in Asia;

Competences

  • Experience in institutional development and systems strengthening in urban WASH and preferably one other water (sub-)sector, beyond the community level
  • Experience with development and performance strengthening of public-private partnerships in urban service delivery
  • A sound understanding of SDG 6, in particular in relation to the needs of women, girls and other vulnerable groups
  • Experience in project management, i.e. planning, monitoring and evaluation, reporting, financial management.
  • International work experience and the ability to effectively coach and lead a team of advisors in a multi-cultural setting; 
  • Strong results orientation and quality focus
  • Excellent writing skills;
  • Proficiency in English speaking, reading and writing required; 

The successful candidate will be a self-motivated achiever with excellent intercultural leadership, planning and organisation, teamwork, coaching and communication skills.
