SNV is seeking a qualified consultant (firm) to conduct the mid-term review of BRILHO. This Mid-Term Review (MTR) will assess results achieved to date, whether the programme’s related outputs are leading to desired outcomes and will also assess whether the theory of change still holds in terms of the original business case. The focus of this evaluation is to be on the results, programme design and management. This MTR should propose adaptation measures to the programme and suggest refocussing of its current strategy and investment portfolio, if necessary.

BRILHO is a five-year Programme, 2019 - 2024, with nationwide coverage that will catalyze Mozambique’s energy market of Improved Cooking Solutions, Solar Home Systems and Green Mini-grids to provide clean and affordable energy solutions to the off-grid population and businesses. The aim is to stimulate the private sector to focus their efforts, innovative ability, and resources to develop and invest in quality and affordable off-grid energy products, systems, and services, to improve the lives of low-income people in Mozambique, through money saving, better well-being, and livelihood opportunities, while delivering commercial benefits for the private sector.
