1. Context: ICR Facility and project
The Investment Climate Reform (ICR) Facility is set up to support African, Caribbean and Pacific Group of States (ACP) partner countries and regional institutions in their private sector structured dialogue process to create a more conducive business environment and investment climate. It aims to improve the business environment and investment climate in these countries. The ICR Facility is a programme which is co-funded by the European Union (EU), the Organisation of African, Caribbean and Pacific States (OACPS) under the 11th European Development Fund (EDF), together with the German Federal Ministry for Economic Cooperation and Development (BMZ) and the British Council. It is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), the British Council, Expertise France, and Stichting Nederlandse Ontwikkelingsorganisatie (Netherlands Development Organisation, SNV).”
The ICR facility has three components of activities:
· Technical Assistance for Business Environment and Investment Climate Improvement
· Strengthening national and sub-regional development financial institutions
· Compile and mainstream lessons learned and good practices
In the context of its mandate, the ICR Facility seeks to provide technical assistance to the Confederation of Tanzania Industries (CTI). CTI is a Business Membership Organisation launched in 1991 with around 400 members paying dues and more than 10.000 firms represented. The aim of CTI is to ensure that there is a conducive legal, financial and business environment within which industry can operate effectively and become competitive to contribute to national wealth and development.
CTI organises the annual President’s Manufacturer of the Year Awards (PMAYA) competition to honour outstanding industries. During the 2021 PMAYA, the Vice President of Tanzania Dr. Philip Isdory Mpango, pointed out that the domestic industries are faced with challenges that make them uncompetitive. In this regard, CTI has requested technical assistance to study and improve the competitiveness of the manufacturing sector in Tanzania.
This study is aligned with the National Five-Year Development Plan III 2021/22 - 2025/26 under the theme, "Realising Competitiveness and Industrialisation for Human Development " which intends to build a competitive “semi-industrialised economy that can compete regionally and internationally” while “strengthening human development”.
Job Description
2. Objective of the request and implementation model
The objective of the request is to conduct a Growth Diagnostics exercise to help improve the competitiveness of the manufacturing sector in Tanzania. This assistance will be designed to be gender-inclusive and throughout the exercise the consultant should analyze the participation of both women and men in the economy as well as businesses and organizations owned/run by both women and men equally, as well as youth under 35 years old. The study should evaluate growth paths that are more environmentally sustainable for the manufacturing sector.
Growth Diagnostics
Growth Diagnostics exercises aim to identify the most binding constraints to a specific objective in the economy – for example private investment, economic growth, or export competitiveness – in a location or in a specific sector within a location, taking into account historical patterns of growth and testing all potential constraints limiting productivity.
The Growth diagnostics for the manufacturing sector in Tanzania
The deployment of the Growth Diagnostics framework to analyse the competitiveness of the manufacturing sector in Tanzania will provide a rigorous analytical base that will result in a prioritized strategy that will enable policymakers to focus their limited resources – economic means, political capital, and state capacity – in addressing the most relevant and impactful issues the industry faces.
The deliverable of the exercise will describe the deployment of the methodology and results for all factors related to the performance of the manufacturing sector in Tanzania, identifying the most binding constraints preventing the sector from being more competitive and outlining a preliminary policy plan to address these issues in an internally consistent manner.
The study includes rigorous data analyses based on available international and domestic databases (including at the country-company level). The Growth Diagnostic framework is not deployed in isolation. It will be done with a participatory approach through public-private dialogue: partial insights and deliverables must be iteratively socialized and validated with relevant domestic stakeholders in the manufacturing industry the government of Tanzania, as well as with government representatives, to produce a shared diagnosis.
A public-private Steering Committee to guide the process
o A Steering Committee composed of government, private sector firm representatives and CTI will guide the project and provide feedback on the process, early findings and deliverables.
o This steering committee will meet monthly together with the consultants (in person when the consultants visit the country and remotely or in a hybrid way otherwise).
o Representatives from the government should participate in the Steering Committee to provide guidance to the project. The following ministries could be included: Ministry of Finance and Planning, Ministry of Labour and Employment, Ministry of Energy, Ministry of Works, Transport and Communications, Ministry of Industry and Trade, as well as the Vice-Presidency.
o Decision makers from the private sector, from companies and sectors relevant to the manufacturing sector in Tanzania should also participate in the Steering Committee.
3. Scope of work: tasks to be performed by the contractor
SNV, on behalf of the ICR Facility will provide technical assistance to develop the growth diagnostics of the manufacturing sector in Tanzania within the context of a public-private dialogue.
CTI will provide support for the organization of the meetings and missions (visits from the consultants), in particular with arranging the agenda and meetings. CTI will have one to two staff involved part-time along the project to provide this support and also to get involved in the project and gain deeper knowledge on the methodology.
The contractor shall provide the following services:
1. Prepare and facilitate kick-off meeting
o Organise a technical kick-off meeting with CTI, with the participation of EUD, CTI, SNV/ICR, and relevant stakeholders.
o Prepare a PPT presentation indicating the content of the intervention (milestones, responsibilities and timeline; indicate clearly the role to be played by involved parties and when these should be carried out).
o Liaise with ICR facility and CTI on organisation of the meeting.
o Prepare inception report (with review from the ICR Facility and CTI).
2. Public private dialogue – prepare first consultation visit to Tanzania:
o Complete a preliminary analysis based on data, literature, documents and international and domestic databases available (including gender-disaggregated data).
o Meet with the Steering Committee and relevant stakeholders.
o The mission will be in person (or online depending on the Covid situation).
3. Public private dialogue - hold consultations with stakeholders, including validation meetings with key stakeholders of the preliminary report
o Complete regular meetings with the Steering Committee (monthly or with a frequency defined by CTI and the Steering Committee).
o Carry out interviews and meetings remotely with relevant public and private stakeholders.
o Prepare a draft report with preliminary findings to validate with key stakeholders.
o Prepare the validation visit to Tanzania: Meet with the Steering Committee and relevant stakeholders. Carry out key informant interviews and meetings to collect inputs on relevant contents and preliminary recommendations of the draft report. The visit will be in person (or online depending on the Covid situation).
4. Prepare Growth Diagnostics report
o Prepare the Growth Diagnostics report including the diagnostic and preliminary recommendations.
5. Report presentation workshop
o Prepare presentation of the analysis and findings of the report and preliminary recommendations for action for CTI and the various government areas.
o Organize and present in a workshop with CTI the Steering Committee and relevant stakeholders.
o Incorporate the comments and feedback from the workshop and prepare a final report.
6. Other tasks
o Prepare the completion report containing Monitoring & Evaluation (M&E) indicators, main activities carried out and lessons learned (template to be provided by the ICR facility).
o Preparation of at least two (2) blogs, one during the project and one at the end of the project for publication (possibly in the ICR website) as project communication (including text, quote and photograph/image). One of the blogs should have a focus on gender or include a gender angle if pertinent to constraints faced by the Tanzanian manufacturing sector or sub-sectors.
Qualifications
The position is open to individual consultants or firms with the following credentials:
· Minimum of Master’s degree (PhD is added advantage) in international development, economics, finance or other related studies.
· Minimum 10 years of experience in the field of economic development, in ACP states and Africa in particular.
· Experience on policy/regulatory environment, business environment reforms, and Public-Private Dialogue.
· Deep knowledge of the Growth Diagnostics methodology (Hausmann, Rodrik, Velasco).
· Experience in developing evidence-based policy recommendations, translating academic and economic research findings into actionable and implementable policy recommendations.
· Experience providing technical assistance to the public and private sector in emerging economies.
· Expertise on gender issues is an asset.

Level of effort: total number of expert days is 90 (ninety).
The number of days/travel/workshops and the budgets will be contractually agreed as maximum amounts. Assessment will be based on qualification and rate.
Period of assignment
The project shall last from September 1, 2022 to April 30, 2023.
Travel
The country of assignment will be Tanzania. Travel arrangements may be defined according to Covid-19 restrictions. In the worst-case scenario, all communication may need to be virtual.
Workshops, Training
The contractor implements virtual meetings and workshops as defined above and supports the organisation of physical meetings with CTI. The consultant will draft the agenda, advise the selection of attendees, prepare content and facilitate the workshops.
· For virtual meetings, the consultant ensures s/he has appropriate software to invite for virtual meetings / video conferences / webinars. No budget is provided for this.
· For physical workshops, the consultant will work closely with the CTI to organise these meetings. The ICR Facility will cater for the costs (venue, catering) of holding a physical meeting. The meeting logistics will be organised together with the local SNV office in Tanzania.
Data collection
The consultant will be acting as an independent data controller of personal data being processed in connection with the contract and shall comply with applicable obligations under the data protection legislation including, especially, the European General Data Protection Regulation.
