SME development

The use of biomass for cooking fuel and associated smoke exposure contributes to serious health problems, leading to the death of 14,000 people in Cambodia per year. Many more lives, mainly those of women and children, are affected by smoke-related health conditions that reduce overall quality and length of life. Further, the smoke emissions from open fires add to greenhouse gasses that are responsible for climate change. Finally, cooking is strongly connected to livelihoods, gender and inequalities at household level.

Together with our partner Energizing Development (EnDev) and RVO from the Netherlands, we stimulate SME development in the clean cooking markets through tools including ‘results based finance’, investments funds for the private sector and capacity development towards the public sector. The aim is to create new dynamics in the supply chain of cookstoves that may lead to a stronger offering of products (electric or high tier biomass cookstoves) that enhance adoption of smoke free cooking in rural Cambodia.

SNV in Cambodia is looking for two Project Field Officer  based in Kampot Province (01 position) and Siem Reap Province (01 position). * These position is opened to national candidate only*

The role of the Field Officer is to pro-actively contribute to the establishment of SME networks in the supply chain, observe and identify gaps and needs. The Field Officer is providing hands on support to shops owners and is taking the role as facilitator to work with different governmental levels, and especially the authorities on Village level, the Commune Councils and District levels and with the private sector. He is she takes the role as first responder and will adequately act and reports to SNV team if so needed.

Job Description

  • Works at a sub-national level, ensuring the (quality of the) service delivery conform procedures and guidelines of SNV. He is sure ensures timelines and project standards are met.
  • Cultivate positive relationships with the relevant governmental bodies by arranging meetings and organise joint field activities. The Field officer will help to facilitate training and capacity building efforts towards SMEs that are offering clean cookstoves, in collaboration with a range of international EnDev advisors and local service providers.
  • Prepare meetings and ensures that appropriate governmental bodies are involved onn provincial level the Working Group for Clean cooking 
  • Develop the supply chain of clean coosktoves in rural Cambodia, the field officer helps to gather data so that gaps in the value chain can be identified and mitigated, to widen access to clean cooking energy.
  • Plays a facilitating role in the monitoring data collection on sales and business growth, which is fed into the M&E systems.
  • Additional related tasks as from time to time directed by the Sector Leader.

Qualifications

  • Effective communication with different stakeholder and target groups, making sure ideas and essence are understood by the audiences.
  • Demonstrate ability to structure and plan activities to ensure results are met, and to adequately deal with adversity in a rational and timely manner. Flag any bottle necks and explain the issues to the SNV team in a clear fashion.
  • Show passion and enthusiasm about topics of sustainable development, and is motivated to contribute to public private partnerships and SME support in the fight against poverty and inequality.
  • Good oral and written communication skills in English is an advantage as well as computer skills in MS-applications (Word, Excel, Outlook, Powerpoint, Internet, etc.)
  • Bachelor’s degree in relevant field with relevant experience minimum 5 years in project implementation.
