SNV Netherlands Development Organization is part of the World Food Project cooperating partners implementing the SDC and GCF funded Integrated Climate Risk Management for Food Security and Livelihoods Project in Masvingo and Rushinga districts and the USAID funded Zambuko Livelihood Initiative in Masvingo and Mwenezi districts. The Integrated Climate Risk Management for Food Security and Livelihoods Project is being implemented in 8 wards of Masvingo district and 4 wards of Rushinga district seeks to improve smallholder farmer production, community resources governance, access to finance and markets and strengthen and expand on-farm off-farm livelihood opportunities.

The overall objective of the Zambuko Livelihood initiative Project is to strengthen and diversify livelihoods among Zimbabweans living in poverty and vulnerable to recurrent crises. The Project seeks to improve smallholder production, the governance of community resources, and access to finance and markets, strengthening and expanding on-farm and off-farm livelihood opportunities for households to be less vulnerable to recurrent crises as assets are better utilized and incomes increase. The project targets 6,000 households in 10 wards of Masvingo and Mwenezi districts. Zambuko resilience initiative is being implemented in 8 wards of Masvingo and 2 wards in Mwenezi districts. SNV focuses on three major components that is, improved saving capacity of smallholders, improved access to markets and improved post-harvest handling.   

Job Description

Purpose of the Assignment

SNV is looking for a consultant to document and strategically demonstrate the impact of the Zambuko and the Integrated Climate Risk Management for Food Security and Livelihoods projects over its two- and half-year implementation period by packaging this into print, photography, and video/audio (documentary) to highlight the improvements that women, youths and men targeted by the projects have been able to accomplish.

Scope of Work

The primary objective of the assignment will be to document the Integrated Climate Risk Management for Food Security and Livelihoods and Zambuko Livelihood Initiative projects’ accomplishments and success stories through print, photography, audio, and video, as told by the men and women who benefit from its services. The case studies' outputs will highlight the projects’ accomplishments over the implementation period. The outputs will be shared with a variety of stakeholders, including current donors, cooperating partners, the Zimbabwe government, and key community members in the project's areas of operation, to demonstrate the project's impact in the Masvingo, Rushinga and Mwenezi districts of Zimbabwe.

  • To provide case studies of the projects beneficiaries’ accomplishments and the changes they testify have occurred at the individual and community levels. These narratives will be used to showcase the project and will be incorporated into subsequent project evaluation efforts.
  • To serve as a repository for materials related to knowledge management, accountability, resource mobilization, and up-scaling of proven interventions.
  • To capture video/audio and photographs that will accompany the case studies and document the project’s achievements.

Deliverables

  • Document and produce a booklet with 20 Human interest stories – in the following areas: Post Harvest Handling and Storage (PHHS), Agro-preneurs, Contract farming, income-generating activities, Village Savings and Loans (VSL), Group inputs procurement, Market Linkages, Community based facilitators approach,  Gender and Youth integration.
  • Produce 120 minutes (60 minutes for each Project) documentary split into 5-10 minute mini-documentaries suitable for Facebook/YouTube) highlighting successful projects’ interventions in the areas of access to finance and markets.
  • Capture 400 photos for each Project on various project components

 

Qualifications

  • a proven experience of designing, planning, and coordinating media activities using both traditional and digital methods,
  • a minimum of 3 years’ experience in planning and coordinating media activities,
  • Previous experience developing communication and marketing of development interventions,
  • a team of experts with different expertise in media and communications (writing, Photography, video/ documentary production, publishing (designing and print), voice over production,
  • Excellent command of English, both written and oral, including report writing skills. Proficiency in Shona and Ndebele language is an asset,
  • Residency in Masvingo province is a strong asset.

Technical Proposal

The technical proposal must include:

  • An outline of a strategy/plan for how the assignment will be approached. This should include details on (1)How the listed deliverables will be accomplished, (2) Innovative suggestions surrounding communications materials to be produced and (3) Suggestions for innovative marketing and communication techniques to be used
  • Any comments or suggestions on the Terms of Reference,
  • Description of the firm/ team’s experience in developing multi-media material, publications (print and motion), planning and coordinating media activities, including links to websites, events and/or publications the firm/team was responsible for in the past,
  • If relevant, a tentative list of proposed vendors/media outlets to be used for the assignment at both the national and regional level.
  • CVs of all staff or consultant(s) to be involved in the assignment, detailing previous relevant experience,
  • A detailed work plan,
  • Testimonials from references from previous similar assignments (at least 3) and sample materials.

Financial Proposal

The financial proposal must include the following:

  • Personnel costs
  • Travel Costs
  • Costs of other vendors where necessary (for instance design and production of communications materials, media rate cards etc.)
