Enhancing Nutrition of Upland Farming Families (ENUFF) is a project of the Swiss Agency for Development and Cooperation, implemented by SNV – The Netherlands Development Organisation. The project aims to improve family and child nutrition in upland farming households through better access to nutritious and diversified food, proper knowledge about nutrition, health and sanitation practices, and a more conducive and efficient policy and institutional framework.

The project is implemented in four districts in Houaphan and Oudomxay provinces. The project has selected districts and villages with some diversity in ethnicity, access to market, infrastructure, etc., to develop various contextualised models suitable for different groups of people.

Job Description

The key role of the Provincial Coordinator (PC) is to support quality implementation of project activities in close coordination with component leaders of Agriculture, Nutrition, WASH, and Governance. The Provincial Coordinator is responsible for planning, coordinating, overseeing implementation, and monitoring all interventions in target villages based on the approved Project Document. The position is also responsible for coordinating training and follow-up of District Nutrition Teams comprised of DAFO, DHO, and LWU staff. S/he will have to be highly organised and a good communicator and manage relations with District and Provincial authorities. The PC should provide a monthly report to the Chief Technical Advisor on implementing project activities. This position will work closely with the CTA and the project team in contributing to the above-mentioned overall goal of the project.

Key responsibilities

  • Setup and maintain an effective working relationship with Government, partners, and other stakeholders at the provincial and district level
  • Ensure timely delivery of monthly/quarterly work plans and budgets in consultation with the component leaders through effective administrative management
  • Report to the CTA every month on provincial activities.
  • Report to the CTA on time would any event occurs that may hinder the project’s implementation from a time or a quality perspective.
  • Facilitate the setup of village nutrition committees and provide consistent support to the District and Provincial Nutrition coordination systems.
  • Support the capacity building of the District Nutrition Team in coordination with the component leaders and project technical staff
  • Follow up the field activities implemented by the District Nutrition Team members, advise and report on the implementation.
  • Participate in the agrarian diagnosis and select agricultural practices to promote with the research partners.
  • Support the capacity building of the DAFO technicians on agricultural practices and training methodology.
  • Set up and maintain effective working relationships and high confidence level with target villages and their population
  • Support the baseline, annual review, end line, and other studies carried out by the project.
  • Contribute to the development of training curricula, modules, and tools, with the technical experts
  • Support the setup of village nutrition teams and master farmer network.
  • Support the setup and the implementation of a Monitoring and Evaluation system on all project components.
  • Ensure proper financial management of all project funds following SNV and donor regulations
  • Ensure that all activities are managed according to the SNV management system, and arrange for mid-term and final evaluations that meet SNV and donor requirements
  • Other tasks as agreed with the Chief Technical Advisor

Qualifications

  • Bachelor’s degree in Agriculture or similar field
  • At least three years’ work experience in managing a district or provincial project office
  • Experience in promoting nutrition-sensitive agriculture for home consumption and local markets
  • Proven experience working with provincial and district government counterparts, in particular, Provincial/District Agriculture Office and Provincial/District Health Offices.
  • Knowledge and experience in developing training material, conducting training of trainers courses, farmer training, and nutrition-sensitive agriculture are preferred.
  • Knowledge and experience in post-harvest management and food processing.
  • Demonstrable capacity to design and implement contextual interventions in nutrition-sensitive agriculture.
  • Good understanding of issues and development in the agriculture sector in Houaphan province
  • Pro-active attitude and results orientation but also patience and ability to work well in cross-cultural teams
  • Excellent coordination, organisation/prioritisation ability, and result focus;
  • Strong teamwork and coaching orientation;
  • Good English language (spoken and written)
  • Ability to write clear, effective project reports
  • Good computer skills (MS Word, Excel, Access, PowerPoint)

Contract Type : Full-time National Employment Contract

Contract Period : Two-year basis with the possibility of extension

Expected Start Date : As soon as possible

Duty Station : Houaphan Province, with frequent travel to target districts and villages
