SNV, Netherlands Development Organization, is operating in Ethiopia since the 1970s. Background of the Project

The Strengthening Enabling Environment for Clean Cooking Sector-II (SEECCS-II) project is a component of EnDev III Ethiopia Program and being implemented by SNV in collaboration with key stakeholders in the public sector. 

The objective of the SEECCS-II project is to strengthen the enabling environment of clean cooking sector of Ethiopia with interventions around organizational and institutional capacity development and sector facilitation.

Job Description

Project Implementation

Implement with impacts in terms of 1) time (timely delivery by all actors), 2) premium quality (of goods and services by all actors) and 3) money (best value for money within the budget).

o  Plays a key role in preparation of the project operational plan and budget and in assigning responsibilities for implementation, monitoring, evaluation, reporting and learning.

o  Develop a strategic approach to implementation of the SEECCS-II objectives  

o  Develop a strategic approach to enhance public engagement in the clean cooking sector

Project planning, Monitoring & Evaluation, Accountability and Learning

o   Plays a key role in preparation of Institutional strengthening and sector facilitation plan

o   Develop a strategic approach to support networking, marketing, promotion activities

o  Monitors and manages activities, outputs, outcomes, impacts and risks

o  Evaluate outcomes and impacts

o  Conduct external validation as needed by the donor 

Analysis & Reporting

Ensures collection, consolidation and review of project information, according to SNV’s monitoring and evaluation guidelines. Analyses and provides advice to management how to incorporate the new insights/best practices into the organisation’s policies and practices.

Advisory Services

focus on or around market development and engaging private sector and other development partners through appropriate mechanisms, that are owned by the stakeholders in Ethiopia.

Network and relationship development

Develops and maintains effective network and relationships with the government at the federal and regional levels and both current and potential customers (e.g., donors, development partners and stakeholders involved

Strategic Positioning and Management

Provides strategic and policy inputs for positioning and profiling of SNV as well as for the strategic direction of the Energy Sector, especially in the area of institutional and policy matters of clean cooking or energy sector

People Management

Steers (functionally) colleagues and coaches associated partners/ external stakeholders on quality within the context of the assignments.

Business Development

Builds, maintains and utilises relationships with relevant stakeholders, represents SNV and identifies opportunities for Business Development policies and procedures.

Strategic Scoping

Discusses the engagement process with the team, encourages best practices on the areas of expertise….

Feedback and Coaching

Provides/collects feedback and coaches SNV colleagues and contributes to improving coaching and feedback process and to evaluation of achieved results.

SNV Internal Organisational Development

Identifies areas of improvement within SNV, its systems, approaches and processes, and critically reflects and gives feedback

Knowledge Development and Learning

Leads on areas of expertise for internal and external knowledge development.

Qualifications

Education

  • MSc degree in public administration, marketing, communication, energy management/economics, business administration or management or another relevant discipline.

Experience

  • Min. 7 years of relevant working experience and a minimum of 2 years’ experience working at strategic level as a senior manager, senior advisor, or consultant.
  • substantial hands-on experience in institutional and institutional matters, including but not limited to design and implementation of public engagement, networking, marketing, and promotio
  • Proven experience in household energy project management
  • Demonstrate experience in marketing household energy products
  • Experience working with public sector organizations, NGOs, private sector, associations, and alliances

  • Contract duration

The position is offered based on a National contract for a term of 6 months with possible extension.
