Programme Background

SNV under the Urban Sanitation Programme with the support from BMGF and DGIS aims to support Local Authorities (Khulna and Gazipur City Corporations, Kushtia, Jhenaidah, Jessore and Benapole Paurashavas) to address service delivery challenges in FSM and advance the sector development as a whole, through strategic engagement with Government Agencies and partnering with other experienced civil society and private sector organisations working in the sector. 

SNV aims to facilitate a decisive shift in sector thinking, culture and practice through close alignment with respected sector agencies and working collectively with government and local partners to address underlying systemic sector issues that limit sector development.

The Project consist of 5 components:

  1. Sanitation demand creation and behavioral change communication;
  2. Strengthening sanitation supply chain development;
  3. Improving WASH Governance and multi-stakeholder sector development;
  4. Facilitating Sustainable Finance and Smart Investment, and;
  5. Introducing environmentally safe treatment and re-use technologies.

Job Description

Context and purpose of the job

The Communication and Knowledge Management Advisor is expected to contribute to the overall Components under Urban Sanitation and Hygiene for Health and Development (USHHD) approach by SNV. The Advisor is expected to lead/coordinate all internal and external communication needs and publication materials under the programme, and manage, write and develop reports, data analysis, sharing documents and lessons from the programme, etc. This includes overseeing of all electronic and print-based material development, planning news agendas, producing press releases and news reports, liaising with media representatives, and ensuring program team are equipped with the necessary information to carry out their jobs effectively. Moreover, S/he is expected to maintain and ensure high quality products and services along with ensuring SNV branding policy. S/he will work closely with the Country and Global WASH Communication Advisors.

Result areas

Advisory Services

Acts as technical expert for the Project Managers and aims to create an enabling environment (by sharing knowledge, understanding stakeholders and environment) for the implementation of the different Components under USHHD approach for the WASH portfolio, for the sector to meet its objectives. Ensures, monitors progress and reviews quality of own expertise and ensures client support and satisfaction during projects.

Lead development and implementation of Programme Communication Strategy, and develop communication contents for different components (in cooperation with Component Advisors) and as well for Corporate Urban San Programme. Write and ensure quality of press releases and other forms of internal and external communications.

Knowledge Development

Contributes to internal and external knowledge development, ensures lessons learned are shared and applied in daily practice and may be appointed as (national) focal point of an expertise network. Initiates/ coordinates the review process and evaluation of advisory services in order to collect lessons learned, proposes corrective measures and ensures identification of follow up assignments. Participates in knowledge development/expertise groups and in internal and external networks.

Take a lead to place a knowledge management system where program learning can properly be adjusted. In addition, encourage programme staff to capture and share the knowledge resources available to support program activity. Coach, guide and backstop project teams in implementation. Moreover, identify best practices by a systematic process documentation system like proper capturing of qualitative and quantitative information, success stories, case studies and video documentation. Lead developing and designing publications, both electronic and manual (e.g. websites, leaflets and brochures).

Project and process development

Identifies and proposes technical process improvements to the project team. Acts on improvement areas within the local internal organisation and processes and gives feedback. Ensures lessons learned are applied in daily practice.

Enhance program credibility and visibility complying with corporate and donor communication guidelines, deliver persuasive, evidence-based and solution-oriented messages to the public, decision-makers and stakeholders.

People Management

Steers (functionally) colleagues and coaches associated partners/ external stakeholders on quality within the context of assignments. Acts as a technical expert in the content area, applies process improvements in projects and coaches colleagues and associated partners both professionally as operationally on quality of context within projects.

Develop and maintain media relations and publishing service providers (editing, printing, photography etc).

Positioning

Identifies and analyses market opportunities and threats and ensures relevant colleagues are informed. Actively participates in strategic positioning meetings and acts as a knowledgeable face of the SNV organisation to the client. Analyses, understands and develops (local) networks with relevant stakeholders, identifies new clients.

Qualifications

  • Masters in Communication, Journalism, Social Science, Development Studies or any other related subject.
  • Minimum 10 years’ experience on communication or knowledge management.
  • Proven abilities in designing communication plan, managing and implementing communication strategies for development organisations.
  • Strong abilities on writing in English, transforming technical report to stories for a general audience and capture lessons for technical sharing purpose.
  • An excellent understanding of the media on a local, regional and national level
  • A good knowledge of web and print-based marketing materials.
  • Ability to design communication materials and proficiency in necessary IT/design software (In-design, Photoshop, illustrator etc).
  • Ability to visualize complex situations, subjects and projects for different set of audience.
  • Creative, practical and systematic professional.
  • Evidence of producing knowledge products (publications and other).
  • Flexibility to handle varied and demanding tasks and ability to balance priorities, thrive under pressure and juggle a multitude of details in a fast-paced environment.
  • Significant experience in developing and managing complex, multi-stakeholder initiatives directly delivering change. 

Additional Information

      Duty station                   :   Dhaka with frequent travel to other programme areas

      Contract Duration           :  The duration of the proposed contract is up to December 31, 2022 with a possibility of extension depending on performance and availability of funds.

      Expected Joining Date    :   As soon as possible.

      Working Hours               :   Full time (minimum of 40 hours per week)

      Salary & Benefits            :   The total salary package (basic salary + all benefits) will range between BDT 147,178 and BDT 167,825 per month, depending on the selected candidate’s work experience.
