Job Description

SNV is seeking a dynamic and pragmatic professional to support SNV in delivering impactful, high quality, compliant and well managed projects. The Contracting and Procurement (C&P) Officer is part of the Business Support and Control Team (BSC) in SNV’s Global Finance Team, based in The Hague.

The C&P Officer supports and monitors the proper implementation of the SNV C&P Policy and Procedures across SNV’s Global Teams. (S)he is detail-oriented, thorough, organised, and able to prioritise; ensures procurement of goods, works, non-consultancy and consultancy services at the right price, of the right quality, in a timely and efficient manner; managing the database of contracts across Global Teams. (S)he negotiates, establishes, and administers contracts for the Global Teams. (S)he focuses on ensuring best practice in contracting and procurement across SNV; identifies and shares risks and learning; applies it in his/her, and broader BSC team, support, and control activities; identifies gaps and areas of improvement as well as, proposes solutions to ensure streamlined and efficient procurement processes. The C&P Officer supports the C&P Advisor in the maintenance of SNV’s Contracting and Procurement policy area, including relevant contract templates, instructions, and tools.

 

Responsibilities

  • Provides guidance to Global Teams on C&P related requests
  • Assists with and coordinates the development of Global Teams procurement plans
  • Jointly with Global Teams, ensures procurement of relevant goods, works and (non) consultancy services, this includes conducting market research, preparing tender documents and coordinating tender processes
  • Administers the selection of suppliers including Due Diligence checks on prospective suppliers, submits award recommendations for approval, supports negotiations and issues contract, under the supervision of the C&P Advisor and in consultation with relevant Global team colleagues
  • Ensures proper filing of C&P process related documentation for Global Teams and assists with the update and improvements of the C&P Sites and related document 
  • Focal point for Global Team (and country Framework Agreements) related procurement administrative support
  • Assists in managing and monitoring contractors’ performance under task orders related to contracts
  • Participates in C&P knowledge sharing activities
  • Supports system C&P related improvements
  • Data entry, quality assurance, supports the maintenance of supplier databases and e-Procurement platform
  • Other support requests as determined by the C&P Advisor or the Business Support and Control Manager

 

Qualifications

  • Graduate degree in administration, public procurement, law or international relations, other relevant field, or equivalent by experience
  • Minimum of 2 years’ relevant and demonstrable experience in contracting and procurement, preferably in a public / international NGO setting
  • Good understanding of contracting and procurement processes and experience in their application
  • Knowledge of EU procurement policies and procedures is desirable
  • Knowledge of donor compliance requirements e.g., DGIS/EKN, DFID, EnDev, EU, FCDO, SDC, SIDA, USAID
  • Strong negotiation skills
  • Good analytical skills
  • High attention to detail
  • Proficient in the use of Microsoft Office applications
  • Experience of working within the Microsoft Office environment and using SharePoint as a knowledge management platform is desirable
  • Good knowledge of database management and ERP system, experience of working with SAP Business by Design, is desirable
  • Pragmatic and pro-active self-starter with a service orientation
  • Team player, strong facilitator, and an excellent communicator
  • Fluency in English is a must and knowledge of French is desirable.

Terms of appointment

Contract Type: Dutch employment contract for one year, with possibility of extension. Applicants must be eligible to work in the EU without sponsorship.

Expected Start Date: first quarter of 2022.
