 The Chambeshi Lukanga Sanitation & Hygiene Project

SNV Zambia is implementing the multi-country, Dutch funded Chambeshi-Lukanga Sanitation & Hygiene project in partnership with Chambeshi and Lukanga Water and Sanitation Companies as well as the respective Local Authorities of Kabwe, Kasama, Mbala, Nakonde and Mpulungu. The 5 years project (2017-2022) aims to sustainably improve access to and use of sanitation services and improve hygiene behaviours for 200,000 and 260,000 people respectively in peri-urban/urban areas. It is built on three core strategic objectives, namely (1) increasing demand for improved WASH facilities and practices, (2) improving the quality of service provision and by (3) improving governance of the sector.

Main purpose of the job

The Operations Officer is part of Operations within a country, which focuses on providing operation support services in the countries, to ensure the availability and quality of procurement, administration, logistics, IT, legal and/ or HR to fully support SNV operations.

The Operations Officer supports, guides and directs all projects in operation support functions, ensuring a timely response to the projects and the client community. The Operations Officer is often specialised in one (or multiple) operation support specialism.

 

 

Job Description

1. Operation delivery

(Manages and) organises integrated process delivery, optimising the use of guidelines and procedures within projects and/or a field office. This related to one or more of the operation support services: procurement, administration, logistics, inventory management, ICT, legal and/ or HR. Anticipates on delivery challenges to ensure service continuity.  

2. Analysis and reporting

Maintains a management information system to monitor and analyse data on operation support services performance and resources. Gives input on performance of a particular operation support services to Operations Manager.

3. Business Development

Assesses support requirements against project objectives and operating environment. Informs on support activities during future project implementation.

4. Advisory services

Assesses, and advises on the quality of support delivery, against the project needs. Advises projects on adopting efficient operation services according to guidelines and standard procedures.

5. Process development

Identifies, proposes and implements organisation and process improvements, in line with the organisation’s needs and requirements and external developments.

 

Qualifications

  • Bachelor’s degree in relevant discipline or higher vocational working & thinking level with relevant experience (5 to 7 years) in operations , preferably in an International NGO
  • Knowledgeable of WASH issues is desirable
  • Knowledge in finance and administration procedures
  • Experience in organizing events/activities/trainings, including logistics and procurements
  • Very organized, results driven, structured work style skills
  •  Ability to communicate with a different range of stakeholders and partners, including government counterparts and international partners and donors
  • Ability to document activities (both in writing and visually) in an organized, straightforward way
  • Knowledge in Sanitation issues is a plus
  • Good computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and Outlook
