1.   Background   

The Boosting Green Employment and Enterprise Opportunities in Ghana (GrEEn) Project is a 4-year action being implemented by SNV Netherlands Development Organisation and the United Nations Capital Development Fund (UNCDF) in close partnership with the Ministry of Local Government and Rural Development.

GrEEn is primarily funded by the European Union (EU) through the European Union Trust Fund (EUTF) for Africa, with co-financing from SNV Ghana, the Netherlands Embassy and UNCDF.

The project aims at contributing to addressing the root causes of irregular migration by supporting sustainable and climate resilient communities and local economies through the creation of green jobs and by promoting sustainable development in regions of departure, transit and return for migrants in Ghana. The GrEEn Project is being implemented in two regions: the Ashanti and Western regions and targets youth, women, returning migrants and Micro, Small and Medium-sized Enterprises (MSMEs).

2. Objective of the Assignment

As part of its joint visibility and communication activities, SNV and UNCDF are searching for an animation graphic designer to create an illustrative video that communicates what the GrEEn Project is about.

3. Scope of Assignment

3.1        Specific objectives

The specific objectives of the assignment include:

  • To turn a script into an under 2-minutes animated video using either Adobe After Effects or other suitable motion effect applications. This will be an improved version of the previous GrEEn video available here: https://youtu.be/41PI7tmO_eo
  • To work with the Communication team from UNCDF and SNV to ensure the creation are relatable and fit the context of the script.
  • To work with the Communication team from UNCDF and SNV to ensure the accurate adherence to the GrEEn Branding Guide and associated EU Communication and Visibility Requirements for video materials.

3.2        Services and tasks to be performed

The specific tasks to be performed include:

  • Develop the concept and storyboard/script for the animated video (based on the previous GrEEn motion graphic video, as available here: https://youtu.be/41PI7tmO_eo
  • Work with UNCDF and SNV’s communications team to revise and finalise the storyboard/script based on feedback and ensure an updated creative and innovative animated video is created that fits the context of the script and is relatable and realistic to audiences.
  • Create and produce animated characters, environments and surroundings and edit the animated video, including voice overs, music and special effects.
  • Ensure the use of the GrEEn project’s branding as well as European Union, SNV and UNCDF’s in the animation video as outlined in the GrEEn identity book and in collaboration with the Communication team
  • Ensure that the master video provided is of best quality, includes sub-titles, television broadcast-ready and that copies are made in formats suitable for various online platforms (HD 1920x1080)
  • Ensure compliance to copyrights for the broadcasting/airing/online dissemination of any media used in the video (including music rights).
  • Provide local language narrations of the animation produced (Twi).
  • Prepare draft video and submit it to UNCDF and SNV for review.
  • Finalize the videos according to the feedback provided by UNCDF and SNV
  • The selected developer must incorporate all the requirements from UNCDF & SNV
  • The selected developer must show the work in progress to and incorporate any changes as requested by UNCDF & SNV.

·        The final master video of under 2 minutes in HD (Both English and Twi)

·        A short under 1-minute video version to be developed (Both English and Twi)

·        Social media cards using stills from the animated video

5. Agreement Parameters

 

  1. Duration: The assignment should be completed within a maximum of 1 month from the date of work
  2. Property rights: The completed video shall be the property of the GrEEn project and the GrEEn project reserves full copyright of the final video.
  3. Agreement size: Between GHS 30,000 – GHS 45,000 for creating the improved animation video on the GrEEn project using the same script as provided in the video here: https://youtu.be/41PI7tmO_eo
  4. Payment modalities: 30% upon signature of the contract; 70% upon completion of the assignment.

Qualifications

Eligibility and Criteria

  1. Designer (individual or company) qualified to create an illustrative, motion graphic video with a least 4 years prior experience and evidence of previous work done, especially with youth as target audiences.
  2. A deep understanding of branding and keen eye for detail.
  3. Ability to identify strong stories, angles or leads for engaging content, and evidence of flexibility in delivering timely interventions
  4. Show evidence of compliance with national tax systems, including tax certification and business registration.
