The Investment Climate Reform (ICR) Facility is set up to support African, Caribbean and Pacific Group of States (ACP) partner countries and regional institutions in their private sector structured dialogue process to create a more conducive business environment and investment climate. The ICR Facility is co-funded by the European Union (EU), the Organisation of African, Caribbean and Pacific States (OACPS) under the 11th European Development Fund (EDF), together with the German Federal Ministry for Economic Cooperation and Development (BMZ) and the British Council. It is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), the British Council, Expertise France, and Stichting Nederlandse Ontwikkelingsorganisatie (Netherlands Development Organisation, SNV).

The ICR facility has three components of activities:

  • Technical Assistance for Business Environment and Investment Climate Improvement
  • Strengthening national and sub-regional development financial institutions
  • Compile and mainstream lessons learned and good practices:

Job Description

Objective

An editor is sought to work together with the SNV within the ICR team and its consultants to produce high quality knowledge documents that are comprehensible and easy to follow by its partners and interested entities who may or may not be technically predisposed.

Activities (scope of work)

The editor shall be responsible for the following activities listed below:

  • Ensure texts of documents (reports, studies, etc.) meant for publication are always grammatically, orthographically and syntactically accurate.
  • Understand and apply consistently the laid down C&V standards of the ICR facility to all documents meant for publication.
  • Generate, suggest and adapt language style to suit target audience of knowledge products to be published.
  • Liaise with necessary stakeholders (i.e. C&V lead staff of the facility, OA3 lead, consultants, and PMU members) for pertinent understanding of technical aspects and logic of each knowledge product.
  • Structure content of documents and provide images with copyright to improve the graphic visualization of documents.

It is estimated that the activities could be completed in 70 expert days with the possibility for additional 20 expert days under this contract if the workload becomes more than expected. The number of days to be used by each activity will depend on the involved workload.

Due to the current COVID-19 pandemic crisis the assignment can be carried out remotely and with no need for physical presence.

Most of the knowledge products will be focused on African, Caribbean and Pacific countries and will be directed towards, policy makers, public and private sector entities involved or interested in Business environment reforms and the improvement of the investment climate across sectors and at economy-wide level.

The editor shall be expected to keep to the timeline proposed and agreed upon by the team for each editing and shall consistently offer a high quality editing service on behalf of SNV and the facility as a whole to its clients.

Deliverables

  • High quality text editing of X number of documents according to ICR C&V standards
  • Pictures with their copyrights and other graphic images to improve visualization of documents
  • A timesheet describing activities done and time spent on activities for each editing

The editor shall not take more than 10 business days starting from the day a document is received for editing to complete and deliver his/her service.

Evaluation criteria

  • Assessment will be based on qualification and rate. The number of days and the budgets will be contractually agreed as maximum amounts.

Reporting line

  • The editor shall mainly work with SNV at the ICR facility and directly report to the senior project manager of SNV-ICR who shall be the approved supervisor of the scope of work.
  • The project director will also be responsible for checking that the deliverables are in line with the quality required by SNV and the ICR facility.

Payment terms

The editor may deliver an invoice based on the activities he/she has completed at any given time. Preferably, he/she may submit an invoice with a timesheet at the end of each editing assignment. The senior project manager will check the deliverable(s) and the terms; and approves the request(s). Payments will be made anytime within four weeks counting from the time the invoice is officially submitted to SNV. Advance or upfront payments shall be kept to a minimum and shall not exceed 30% of a contract sum, if they have to be paid at all.

Qualifications

The position is opened to a candidate with the following credentials:

  • An advanced degree in communication, public relations, journalism, marketing, or another field relevant to this assignment
  • Demonstrated experience and understanding of the development sector work and language, especially in the field of investment, finance, climate change, value chains, and related areas in the development field.
  • Minimum of 5 years of combined experience working in editing and proof reading of similar technical documents
  • Strong capacity to synthesize and express ideas clearly and concisely
  • Vast international experience in the field of green growth or green finance
  • Experience in ACP countries
  • Proficiency in English
  • Fluency in French language is a plus
  • Excellent grammar and punctuation
  • Ability to manage multiple projects and consistently meet deadlines
  • Ability to work autonomously
  • Planning and organizational skills
  • Strong attention to detail
