Company Description

READVERTISING. SNV Netherlands Development Organisation in Zimbabwe is implementing the Zambuko Livelihood Initiative project in Masvingo and Mwenezi districts of Masvingo Province and is inviting suitably qualified candidates to apply for the position of Monitoring & Evaluation Assistant.

The objective of the project is to strengthen and diversify livelihoods among poor Zimbabweans vulnerable to recurrent crises. The project seeks to improve smallholder production, the governance of community resources, and access to finance and markets, and to strengthen and expand on-farm and off-farm livelihood opportunities. As a result, households will be less vulnerable to recurrent crisis as assets are better utilized and incomes increase. This projects also strengthens social cohesion, integrate nutrition, and empower women and youth. Zambuko leverages on ongoing asset-creation activities funded by USAID - FFP and others and build livelihood capacities to complement these investments, creating a holistic package of support, resulting in durable resilience impacts for economic growth. The project represents medium-term transition support for households, to help them graduate from humanitarian assistance and pave the way to sustainable livelihoods.

SNV is the leading partner in the establishment Village Savings and Loans (VSL) groups, fostering financial behavior change through financial education training, development of smallholder farmers’ capacity to access financial and output markets and the promotion of Post-Harvest Handling and Storage technologies to reduce post-harvest losses. 

The MEA must have experience with USAID and SDC funded resilience and livelihoods planning, monitoring and evaluation standards.

Job Description

The Monitoring and Evaluation Assistant (MEA) will be appointed as part of the R4/Zambuko Project Planning, Monitoring and Evaluation (PME) Unit. Working directly under the Monitoring and Evaluation Advisor's supervision, the incumbent will be responsible for monitoring the quality of products implemented by SNV in the context of the assigned projects. The MEA will provide technical expertise and guidance, creating a supportive environment to maximize and effectively report on the R4/Zambuko programme results. The MEA will provide strategic direction and guidance for designing and implementing PME systems, disseminating best practices, training and coaching relevant staff, and developing PME frameworks and technical inputs to project proposals. The objective of this position is to build on the evidence base for planning, implementation and learning.

Setting up PME system

  • Assist in developing and finalizing project M&E work plans and keeping them updated according to project activities and timeframes as relevant.
  • Develop the assigned project's overall monitoring and evaluation framework/s, including project performance monitoring plan/s and data collection systems in line with SNV deliverables.
  • Review the quality of existing data in the subject areas, the methods of collecting it, and the degree to which it will provide useful baseline statistics for impact evaluation.
  • Develop baseline data for each project component and all project indicators.

Coordination of PME procedures and tools

  • Device means and standardized procedures for routine data collection to measure achievement against performance indicators.
  • Ensure quality of all data reported by Project Field Officers (PFO).
  • Maintain and administer the M&E database whilst analyzing and aggregating findings.
  • Support project progress reporting, project mid-term review and final evaluation as shall be facilitated by SNV.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the project.
  • Provide advice to the supervisor on improving project performance using M&E findings.

Capacity development

  • Develop planning, monitoring and evaluation capacity development initiatives and implement them according to plan.
  • Share and stimulate sharing of relevant PME topics and best practices within the assigned project/s, through the PME community of practice and other relevant learning and knowledge sharing initiatives platforms.

Analysis & reporting

  • Produce reports on M&E findings and prepare presentations based on M&E data as required.
  • Provide the Project Manager and Monitoring and Evaluation Advisor with management information they may require.
  • Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.

Backstopping services

  • Data capturing and uploading of project data into selected Information management systems.
  • Design and consolidate data collection tools.

Qualifications

  • Undergraduate degree in Monitoring and Evaluation, Statistics related field, Social sciences, Development studies or equivalent,
  • Minimum of 2 years working experience in planning, monitoring and evaluation,
  • Knowledge of the logical framework approach and other strategic planning approaches,
  • Experience with M&E methods and approaches (including quantitative, qualitative and participatory),  Report Writing and editing,
  • Analytical skills,
  • Ability to work independently and within a team,
  • Deadline driven,
  • Strong attention to detail,
  • A clean class 4 driver's license is a prerequisite.
  • A knowledge of PME standards for Resileince and livelihood projects a must.

Level Indicators

Know How - Monitoring and Evaluation Assistant should have strong experience in planning, monitoring and evaluation, with knowledge of both quantitative and qualitative methodologies, and understanding of international development work

Complexity - Should be able to support corporate PME standards, provide guidance and training, and solves complex planning, monitoring and evaluation related problems to ensure embedding in the organization.

Impact - Provides insights and advice to Project management staff at SNV on PME issues.
