Job Description

Background

Programme de Développement des Infrastructures Economiques et Marchandes au Benin (PDIEM) stimulates the local economic and institutional development in 5 of the 12 departments of Benin through the construction of profitable economic and market infrastructures (rural markets, stores, and warehouses), boosting commercial activities and improving access to these markets for livestock and agricultural products and developing the capacities of local authorities to effectively manage these infrastructures. The use of local materials further supports the local economy; increases employment opportunities for young people and women and lowers greenhouse emissions. The second phase of PDIEM is focusing on scaling up its activities and improving the sustainability by adding 4 more infrastructures to the existing 6, getting the municipalities in the driving seat with respect to procurement, tendering and governance of these infrastructures, allocating a more important role to the private sector, making co-funding by the government a condition and in seeking synergy with other projects. SNV coordinates the operational and financial management of the programme, provides advisory support, capacity building, and technical backstopping in a logic of skills transfer.

We are looking for a Project Manager for PDIEM.

Overview of the Position

Under the oversight of the Country Director, the Project Manager is responsible for providing the overall vision, leadership and guidance on the project internally, with the project staff and partners, and externally, with the donor (the Swiss agency for Development and Cooperation), the government of Benin and other stakeholders. She/he will be responsible for overall project planning, implementation and management, which includes among others: effectively steering project team; efficient management of financial resources; review and approval of project budgets and monitoring expenditures; fine-tuning of the project approach to the local context; overseeing field operations, procurement, project monitoring, evaluation and learning, as well as knowledge development and documenting.   She/he is also in charge of ensuring quality control and timeliness of all deliverables as required. She/he will ensure full compliance with the donor contract and regulations and will oversee the project reporting process to the donor. She/he will oversee performance management of all project staff working in the project.

Key Responsibilities

Under the leadership of the Country Director:

  • Execute overall project management;
  • Guide the project implementation, including developing work plans, budgets and competency table with financial responsibilities and mandates;
  • Build, strengthen and manage partnerships with local and national governments, private sector partners, institutions and other stakeholders;
  • Manage donor relations and the donor contract;
  • Overall management of all human, physical and financial resources related to the project;
  • Monitor performance of the project management team to ensure all milestones set in the annual work plan are met, develop mitigation plans to reduce risks and take corrective actions to remedy any deviation from the work plans;
  • Account and report to SNV and the donor on project performance;
  • Guide knowledge development, documentation, communication and branding in close collaboration with the donor;
  • Identify follow-up funding and partnership possibilities with country management and business development.

Qualifications

 

  • A relevant advanced qualification in civil engineering with focus on governance, development studies, economics  or related field;
  • Minimum of ten years of relevant work experience in managing and implementing projects in the field of local economic and institutional development and construction of  infrastructures;
  • Work experience in Africa, preferable West Africa;
  • Solid experience in project management;  
  • Proven experiences with gender specific monitoring and evaluation and reporting;
  • Highly motivated self-starter with strong organisational skills;
  • Strong strategic decision-making and communication skills including reporting and presentation;
  • Demonstrated ability of  coaching,  capacity building  and teamwork in an intercultural setting;
  • Strong inter-personal skills and proven ability to communicate clearly, tactfully and sensitively and to interact with people from different social and cultural backgrounds;
  • Fluency in French (working language in Benin) and English (SNV corporate language);
  • Knowledge of usual office software (e.g. Word, Excel, PowerPoint) and regular communication channels (Internet, email, Skype).
  • Willingness to live and work in duty station Parakou and travel to project implementation locations in North Benin and meetings with stakeholders in Cotonou.

Contract Duration: 1 years full -time international employment contract, with possibility of extension for 3-4 years.
