Our team works with local partners to equip communities and businesses with the tools, knowledge and connections they need to increase their incomes and gain access to basic services. SNV works across three sectors: Agriculture, Renewable Energy and WASH.
SNV is currently implementing the project “Beyond the Finish Line- Inclusive and sustainable rural water supply services ” in two districts Dailekh and Sarlahi (four Rural Municipalities RMs in each district). The project is currently running in its third year (2018-2022). To coordinate and make sure the capacity building of local partners, support local government for quality implementation of project activities in working districts/RMs, SNV Nepal is seeking qualified Nepali citizen for District Coordinator position for – Rural Water Supply Services (RWSS) to be based in Dailekh district.
The project “Beyond the Finish Line - Inclusive and sustainable rural water supply services” is funded by DFAT (Australia) as part of the Water for Women (WfW) fund which seeks to lead practice globally in gender and socially inclusive analysis, design and program delivery in WASH. The project follows the Rural Water Supply programme approach of SNV and is being implemented in partnership with Institute of Sustainable Futures (ISF)/University of Technology Sydney. The project period is from July 2018 – December 2022 and aims to contribute to improved health, gender equality, social inclusion, and well-being of the rural communities in Nepal by supporting inclusive, sustainable, and resilient rural water supply services and hygiene promotion in two districts directly benefitting 40,000 people and 30 institutions. These districts are strategically chosen in two new provinces, with a total of 6.5 million people, and include both gravity-fed and ground water systems. SNV’s WASH programmes are based upon the principle that access to water, sanitation and hygiene is a human right, and that local government is the duty bearer of that right. SNV’s role is to strengthen the capacity of local actors and systems to enable these rights within the population in their area. The project outcomes are as follows:
- Improved capacity of local government to lead multi-stakeholder sector planning, monitoring and targeting of investments following the human rights principles using evidence-based, transparent, and gender and socially inclusive decision-making.
- Improved performance of rural water supply implementers (construction of schemes) and operators of waters supply services to provide gender and socially inclusive, resilient, and sustainable water supply services.
- Strengthened post-construction support services, on technical, management, financial and social aspects for operators to deliver gender and socially inclusive, resilient, and sustainable water supply services.
- Improved capacity of local government to implement evidence-based inclusive and accessible hygiene SBCC around key behaviours such as hand-washing with soap (HWWS), MHM, cleanliness of toilets, safe water use and conservation at households, schools, and health facilities, and address social norms and attitudes.
- National learning and harmonisation by using project learnings to develop role models for gender and socially inclusive, resilient, and sustainable services and wider gender and socially inclusive outcomes.
- Improved leadership, voice, and choice of women, people with disabilities, and people who are socially excluded in households, communities, and institutions by mainstreaming the “GESI lense” in all programme components and targeting tailored initiatives for people who may be disadvantaged.
The project has been and will work extensively with all the stakeholders at the communities, wards, rural municipalities, districts, provincial and federal level to strengthen stakeholder ownership, activate stronger governance structures and establish a solid base for the project sustainability.
Purpose of the Position
The District Coordinator is responsible for the strategic planning, budgeting, implementation, monitoring of all project activities in the districts. H/she will follow the programme approach of RWSS and donor requirements and accordingly develop the necessary activities that lead to the desired outcomes of rural water supply sustainability. H/she will use coordination, networking and facilitation skills as well as technical expertise to strengthen sector governance and implementation capacities at the district, Rural Municipality, community and provincial level. H/She will engage with all sector stakeholders especially, government, private sector, civil society, potentially disadvantaged groups (e.g. people with disabilities), as required.
The District Coordinator will strengthen the capacities of local NGOs as implementing partners (Local support partners) and oversee their activity and financial progress. S/he will identify training needs for professional and organisational capacity building of stakeholders and implementing partners and take action accordingly.
S/he will support SNV’s process of evidence-based advocacy and use lessons learnt from practice to strengthen sub-national and national policies, strategies, and guidelines. S/he will support all required monitoring and evaluation processes for measuring activity progress, outputs, outcomes and impacts. S/he will develop recommendations and implement required activities to further improve project results.
The District Coordinator will report directly to the Project Leader RWSS and work in close coordination with the thematic Advisors, and the other WFW District Coordinator, WASH Engineer COVID-19 initiative. S/he will also work in close collaboration with other WASH Sector team members at SNV Nepal.
The position will have engineering expertise (with GESI experience) and will require travel to the other project district (Sarlahi) for mutual exchange and support.
Coordination, planning and capacity building:
- Networking, coordination and collaboration with sector stakeholders;
- Professional/facilitation services for sector strengthening while being responsive to structural changes in the new federal system;
- Strategic planning, budgeting, implementation, and monitoring, following the RWS programme approach to achieve programme outcomes;
- Supporting capacity building events for sector stakeholders at Rural Municipalities and/or implementing partners (local NGO partners) on Rural WASH service improvement strategy preparation;
- Support Rural Municipalities to develop rural water supply services improvement strategy, facilitate RM level workshops.
- Ensure the WfW project activities are substantially completed as per the timeline, budget and activities in the project work plan, unless causes of force major.
- Facilitate SNV’s implementing partners in the project to respect SNV’s policy, especially in procurement but also in domains such as branding, marking and data protection as per donor requirement.
- Paying special attention to integration of gender, social inclusion in all programme components.
- Learning and adaption- project improvements and adaptations are identified and translated into activity design to strengthen outcomes and impacts. Lesson learnt on what works what doesn’t are identified and shared.
- Social Distancing Policy- SNV and SNV partners in the project abide by SNV's Covid-19 policies and with national and local regulations, throughout all activities.
- Teamwork and communication- contribute to build strong relationships across SNV. Increase communication and updates.
- Representation- at the local, provincial level and national (as relevant), WfW Nepal keeps high profile and visibility with local stakeholders and takes part in relevant coordination forums.
Monitoring and reporting:
- Supporting implementation of monitoring and evaluation activities (data collection, annual outcome assessment, Climate Change research with ISF/, survey results sharing with stakeholders etc.);
- Facilitate implementing part for financial and narrative progress reporting,
- Support program leader for six monthly and annual reporting to WfW.
- Paying attention to environment protection and DRR in the project cycle;
- Coordinating the process and project progress reporting and support the project leader for financial and narrative reporting as required;
- Coordinating and collaborating with other SNV projects and supporting their implementation where required;
- Perform other duties as needed.
- Bachelor’s degree or Diploma in Civil Engineering (at least five years field experience) with hands-on project operations or implementation experience in rural WASH sector,
- Experience of working in a development organization in WASH sector (experience with rural water supply system functionality and sustainability will be desirable);
- Demonstrated knowledge of gravity fed rural water supply system design, supervision, GESI, Disability Inclusive Development, Behaviour Change Communication and environmental issues;
- Knowledge and skills in project planning, budgeting, monitoring, and reporting;
- Ability to implement qualitative and quantitative monitoring and evaluation processes as per project guidance;
- Adequate IT skills and proficiency in Excel, Word, Outlook, and PowerPoint to be able to complete project monitoring and reporting requirements;
- Ability to provide professional facilitation services to and support multi-stakeholder forums for WASH sector strengthening;
- Experience working with local partners, including governmental agencies, development partners, civil society organizations, private sector, and potentially disadvantaged groups;
- Proven ability to understand and facilitate capacity building activities;
- Aspiring for good service delivery with strong people centred skills, and interpersonal skills, committed, pro-active and dynamic;
- Demonstrated creativity, willingness to innovate, and to think systematically and strategically;
- Willingness and ability to live and work in the assigned duty station for the contract duration, and to travel in remote areas;
- Commitment to child protection principles and practice.
