Job Description

Proposed Work Location: Census Bureau Headquarters, Suitland, Maryland

SNAP is pursuing a contract with the U.S. Census Bureau to provide an experienced Sr. Quality Assurance Manager. The preferred candidate will possess Census Bureau experience, excellent people and leadership skills, and great communication and presentation skills. This position will lead and will serve as a mentor for a team of Quality Assurance Managers and Testers on a large program supported by more than 100 full-time employees.

The selected candidate will perform the following duties (this is not a comprehensive list of all duties to be performed):

  • Develop, deliver, and maintain a Quality Management (QM) Plan covering all technical processes, as well as IT Project Management. This QM plan should describe the QM activities that are to be executed to evaluate all project processes, work products and services in accordance with predefined processes and applicable industry best practices

  • Establish a QM process and adhere to the QM Plan

  • Conduct QM audits and reviews

  • Monitor compliance to standard processes

  • Develop and deliver written process improvement plans and reports

  • Develop and maintain an effective Quality Assurance Program to ensure services are performed in accordance with the industry best practices

  • Develop quality control procedures that address all technical areas

  • Perform process and product audits

  • Prepare audit materials such as checklists and audit reports

  • Identify opportunities to improve the current quality management process.

  • Identify opportunities for improvement to current software development processes

Qualifications

Technical Qualifications/Requirements

Qualified candidates should have:

  • Previous experience working as a Quality Assurance Manager on a similar-sized project
  • Contractor must have:
  • Excellent verbal and written communication skills

  • Experience with developing and implementing a program-level Quality Management Program

  • Knowledge of software development processes, especially for projects using the Capability
    Maturity Model Integration (CMMI) best practices

  • Strong knowledge of the Software Development Life Cycle (SDLC)

  • Strong knowledge of software development approaches including waterfall, agile, and iterative approaches

  • Experience with developing and implementing process and product audits

  • Contractor must have experience in:

  • Using automated tools (e.g. HP ALM/PPM, SharePoint, Redmine, Subversion, Microsoft Suite including Excel, etc.)

  • Using Serena Version Manager and Serena Business Manager

  • Developing quality management audits and summary reports, which include quality management results, metrics, number of noncompliance and compliance

  • Maintaining quality assurance documentation, including action item logs

  • Developing and implementing process and product audits

  • Knowledge of software development approaches including waterfall, agile, and iterative
    approaches

  • Knowledge of software development processes, especially for projects using the Capability
    Maturity Model Integration (CMMI)

  • Planning and implementing a process improvement program

  • Identifying opportunities to improve the current quality management processes

In Addition

  • Prior US Census experience
  • Active Public Trust clearance

Education/Certifications

  • Bachelor’s degree in a related discipline with 5 years of related work experience

  • Contract Length *upon contract award*: 6 years (1 year plus 5 option years)
