Job Description

General Purpose:

The Purchasing Manager is responsible for the overall sourcing of materials, machine parts, frames, equipment, subcontracts, warehouse, shipping, and office supplies for H2O Jet Inc., and IWP.

Develops supply chain best practices and continuous improvement processes.

Provides leadership management and oversight for the Purchasing Team.  Participates as a member of the H20 Leadership team in determining business paths.

Develop, align and deploy effective key commodity strategies, with accountability to positively impact associated annual spend. Responsible to provide a 'forward view' on inflation and determining strategies to mitigate negative impacts.

Major Duties and Responsibilities:

·         Maintain a close working relationship with the Production team to ensure the timely acquisition of materials, machine parts and supplies.

·         Manage and facilitate all facets of supply management activities.

·         Implement sourcing strategies to providing the company competitive advantage in the areas of materials, supplies, and services.

·         Negotiate all purchases and subcontracts to achieve the lowest price while making sure that the supplier can deliver the desired goods and services on time without sacrificing quality.

·         Create and maintain mutually beneficial long-term partnerships with suppliers to foster feedback and continuous improvement.

·         Manage suppliers, cost, quality, and delivery performance. 

·         Evaluate supplier performance.

·         Maintains and promotes sound relationships with suppliers.

·         Provide leadership and direction to assigned staff.

·         Evaluate inventory safety stock levels to maintain 99% on time delivery.

·         Responsible for on-time completion of performance reviews.

·         Provide support to the Warehouse Manager for all export and import documentation and commodity classification (HTSUS and Schedule B) requests.

·         Coordinate Export Compliance annual training for employees.

·         Update and document the Country of Origin for Purchase parts annually and determine the Country of Origin for manufactured parts.

·         Update QAD with the correct Schedule B, and HTS code.

Qualifications

Knowledge, Skills and Abilities:

·         Advanced knowledge of procurement principles, theories, and processes.

·         A minimum 5 years materials or manufacturing experience

·         Cross-functional business team environment experience

·         Excellent verbal and written communication skills.

·         Proven ability to lead, influence and motivate others. 

·         Computer literacy as well as intermediate to advanced skills in MS Office products.  Experience in ERP/MRP programs a plus.

·         Strong negotiation skills with a proven track record in cost reduction and control.

·         Previous experience in Six Sigma, Lean Manufacturing disciplines a plus.

·         Knowledge of Export Compliance Practices, Schedule B, and Rules of Origin Procedures.

Supervisory Responsibility:

Yes.- a team for the purchasing and a member of the company leadership team.

Education and/or Training:

·         BA/BS degree in Business, Engineering, Materials Management or equivalent training and experience.

·         Minimum of five (5) years of progressive procurement experience

·         Minimum of five (5) years of planning and scheduling experience in manufacturing environment with products that have multiple bills of material and multiple process of production.

·         Minimum of 3 years supervisory experience.  

·         CPIM, CRP or Six Sigma certification preferred.
