Role Purpose

The Electrical & Instrumentation Principal Engineer will act as a senior Subject Matter Expert and technical leader for SGS Malaysia’s System & Process Safety service expansion. The role is responsible for assessing market opportunity and technical feasibility, designing / developing new service offerings, supporting project delivery, and establishing standards, procedures and methodologies for E&I commissioning, quality assurance, inspection and technical advisory work for new factory set-up in E&E and semiconductor manufacturing environments.

Business Context

  • This role supports a new service opportunity linked to safe workplace and system / process safety requirements, where customers require independent E&I technical review, commissioning assurance, quality inspection and methodology development.
  • The position is expected to strengthen SGS Malaysia’s capability to serve semiconductor, E&E, high-tech manufacturing and factory commissioning customers with credible senior technical engineering expertise.

 

PRIMARY RESPONSIBILITIES

• Assess market opportunities and technical feasibility for E&I, commissioning, quality assurance and system / process safety service offerings.

• Design and develop new technical service offerings, methodologies, templates, checklists, inspection protocols and project delivery standards for E&I-related services.

• Lead technical delivery for E&I commissioning, quality assurance, internal audit, inspection, factory start-up and new facility readiness assignments.

• Provide senior technical review of E&I design, installation, testing, commissioning, acceptance, inspection and compliance documentation.

• Support E&E and semiconductor manufacturing customers by reviewing factory systems, automation, instrumentation, control systems, utilities and electrical infrastructure readiness.

• Provide technical leadership, mentoring and guidance to project teams to ensure safe, reliable, high-quality and consistent project execution.

• Support proposal development, tender clarification, customer presentations and technical advisory discussions with strong professional judgement.

 

SPECIFIC RESPONSIBILITIES

 

• Lead technical assessments, site inspections, audits and reviews for E&I systems during new factory set-up, installation, pre-commissioning, commissioning, start-up and handover phases.

• Review electrical and instrumentation design documents, drawings, schematics, specifications, method statements, ITPs, test packs, FAT/SAT records, commissioning plans and QA/QC records.

• Evaluate E&I system readiness, including power distribution, control panels, PLC / SCADA / DCS interfaces, instrumentation loops, alarms, interlocks, safety functions, utilities and critical manufacturing support systems.

• Conduct or guide inspection and verification activities to confirm work quality, compliance to approved specifications, safety requirements and customer acceptance criteria.

• Identify technical gaps, non-conformities, risks, punch list items and improvement actions; provide practical recommendations and follow-up to closure.

• Establish and maintain standards, procedures, methodologies, checklists and report templates for E&I commissioning, QA, internal audit / inspection and technical assurance services.

• Prepare and review technical reports, inspection findings, commissioning assurance reports, audit summaries, corrective action reports and client presentations.

• Collaborate with customers, contractors, OEMs, consultants and internal teams to resolve technical issues, clarify scope and maintain project progress.

• Provide technical input to sales and business development teams for proposals, project scoping, resource estimation and commercial assumptions.

• Promote consistent quality, documentation control, HSE compliance, impartiality and professional integrity in all technical and customer-facing activities.

• Adherence to SGS Health, Safety and Environment (HSE) Policy by upholding good safety behaviour and exercising necessary standards and processes when carrying out responsibilities at all times to ensure compliance with the HSE requirements.

• Perform any other responsibilities as assigned by your reporting manager and/or Senior Management.

Qualifications

Qualification

• Bachelor’s Degree in Electrical Engineering, Electronics Engineering, Instrumentation & Control Engineering, Mechatronics, Automation Engineering or a related discipline.

• Professional Engineer (Ir.) registration is required / strongly preferred based on business requirement.

• Minimum 15 years of relevant experience in commissioning, quality assurance, internal audit, inspection, engineering assurance or new factory / plant set-up for E&E and semiconductor manufacturing environments.

Relevant Experience

• Strong experience in E&I design review, installation verification, FAT, SAT, pre-commissioning, commissioning, handover, QA/QC and compliance review.

• Experience in semiconductor manufacturing, E&E manufacturing, high-tech manufacturing, cleanroom / facility systems, automation or critical manufacturing infrastructure is highly preferred.

• Experience leading technical teams, establishing procedures and methodologies, mentoring engineers and interfacing with senior customer stakeholders.

• Able and willing to travel up to 75% of the time to customer sites, project locations and manufacturing facilities.
