Job Description

  • Responsible for overseeing the payroll processing and benefits administration functions with the following key responsibilities: 

  • Planning, organizing and coordinating payroll and benefits administration functions 

  • Provide assistance to the Compensation, Benefits and Compliance Manager on processing personnel movements, processing of annual salary increase and annual incentive program and other management reports , regional and global reporting requirements. 

  • Training, supervising and evaluating the performance of assigned staff 

  • Monitoring activities of payroll process and employee benefits services  

  • Ensuring that all concerns of the employees are addressed accurately and timely by the team 

  • Communicating with the providers on the requirements and issues and ensure compliance on the set SLAs.  

  • Responsible in ensuring that the  required monthly accruals are prepared correctly and timely  in support to the monthly closing of Finance  

  • Ensuring compliance with the laws of regulations of government agencies 

  • Policy Development  

  • Ensure efficient processing of final pay including coordination with the relevant teams involved in processing of clearances following the required 30-day rule of DOLE in releasing the final pay to the resigned employee 

  • Collaborates with Finance to ensure smooth and timely submission of needed monthly accruals and extraction of personnel costs as requested 

  • Responsible in timely submission of plantilla every payroll period and all advise for changes in cost allocation is confirmed to be updated in the appropriate period 

  • Monitor timely remittance of government contributions and ensure that all related receipts are received thru Octans  

  • Monitor and provide performance of the 3rd party payroll provider following the agreed processes and set timelines 

  • Keep abreast with the latest government rulings eg tax and DOLE laws  and ensure its compliance 

  • Ensure that required management reports, schedules and cost/variance  analysis are provided based on the agreed timelines and set by the requester including requests by auditors eg statutory financial audit, DOLE inspection audit , internal quality audit , corporate internal audit and CS reporting 

  • Maintain the integrity and confidentiality of payroll records, and salary information 

  • Ensure that all payroll records and other payroll supporting documents are kept in-tact either in soft or hard copies 

  • Conduct shine orientation to new hires and newly regularized employees and refresher orientation for an update 

  • Responsible in ensuring that all requests or queries of employees are responded and resolved based on the set KPI /timelines 

  • Serve as a focal point on internal and external audit and ensure that all required audit requirements are delivered  

  • Ensure that  reconciliation of employee and payroll data against all HRIS systems is done regularly and timely 

  • Write and update policies related to payroll and benefits

  • Oversee the administration of benefits as follows  and other employee services

  • Annual Random Drug Testing 

  • Annual vaccination programs (Flu, Cervical)

  • nsure that all mandatory benefits by the government are processed correctly and timely 

  • Abreast with the latest government rulings related to payroll and benefits. 

  • Perform other related duties as required and assigned by Compensation, Benefits and Compliance Manager and HR Country Director 

  • Complies with the Quality, Health and Safety, Environment and Energy (QHSEE) policies and supporting objectives

Qualifications

  • Graduate of either BS Computer Science, BS Psychology, or any Science or Business course 

  • With minimum of 5 years experience on a managerial capacity , managing benefits and focused on payroll  

  • Knowledge in payroll processing and implementation of employee benefits policies and its guidelines 

  • Must have an extensive knowledge on the Philippine Labor Code and its implementing guidelines ; BIR ruling on withholding tax on compensation 

  • Maintain a high level of confidentiality 

  • Detail-oriented , demonstrated strength in regulatory compliance . 

  • Has strong sense or urgency and sound judgement 

  • Has initiative and resourcefulness in meeting objectives 

  • Ability to effectively interact with all levels of organization 

  • Knowledgeable  in MS Office particularly in Word, Excel and Outlook Express 

  • Excellent listening, creative thinking and interpersonal skills, including the demonstrated ability to establish and maintain relationships and build influence with people internally and externally 

  • Manages and executes projects, budgets and proposals, timelines and creative design to increase employee engagement and to sustain the employee culture.
