Primary Responsibilities
- Responsible in assisting the Laboratory Manager and/or Operational Executive in managing and organizing the daily activities of the operations of all FIP laboratory sites/bases (Makati, Subic, Batangas, Cebu, Davao, CDO) and resources needed in accordance with the management system and applicable international and local standards.
- Officer-in-Charge in the absence of the Laboratory Manager/Operation Executive.
Specific Responsibilities
- Initially assigned at Makati main FIP Laboratory but can be assigned at any extension FIP Laboratory site as required (Batangas, Subic, Cebu, CDO and Davao). Conduct at least a week long stay at an extension laboratory annually.
- Ensures an efficient and systematic workflow of the operations from staff work performance, compliance with the customer requirements, established standard and system procedures conformance with established quality objectives and plans.
- Ensures that all laboratory personnel received documented training on health and safety that is related to their assigned job and that the personnel are competent to perform their assign job.
- Oversee day-to-day operations of all FIP laboratory sites/bases. Ensures that safety and quality procedures and protocols were followed and ensures that goals and objective are met.
- Prepares, review and submit the Daily Field-Testing Plan (DFTP), collate Daily Field Testing report and update the retail list.
- Prepares and manage overall team schedule for all FM sites/bases. Evaluate individual performance and provide feedback. Handle resolution of employee issues and disputes.
- Ensures the quality and safety training of the new hires and that ptocedures and protocols are followed. Ensures completion of trainings by all personnel.
- Develop written standard operating procedure, review procedure and forms regularly to ensure that procedure and forms are revised as required, ensures that lists and records updated regularly. Ensures that procedures, forms, records and work instruction are implemented across all FIP laboratory sites.
- Provide supervision of laboratory personnel. These include but are not limited to training assigned staff, correcting staff’s performance of technical tasks, assigning and delegating work, monitoring staff compliance to work standards, recommending on the quality and quantity of staffing requirements of the section.
- Performs order review and acknowledgement on a timely manner. Monitors the status of each job from receipt of query/ nomination, to job execution, reporting and invoicing.
- Provides timely feedback and updates on the status and progress of the job to the customers and offer recommendations, where necessary.
- Prepare preliminary and final field monthly and related reports in the absence or upon instruction of the Laboratory Manager/Operation Executive at the same time ensuring that said reports are accurate and complete and submitted to customer within the established or agreed time frame.
- Collate the HSEEn report per FM Laboratory base, prepare and submit the overall FM Laboratory HSEEn report to the EMS or S&A for Laboratory.
- Promptly addresses and provides appropriate corrective actions to customer complaints.
- Assists the Laboratory Manager and or Operation Executive in ensuring that customer complaints and audit findings are addressed with efficient service quality investigation, including root cause analysis/identification, and effective corrective and/or preventive action.
- Assists the Laboratory Manager/Operation Executive in ensuring all necessary equipment required to carry out the operation activities are in good working conditions and under valid calibration and/or verification status.
- Interface and liaise with customers during operation activities to ensure and maintain good communication and smooth operations.
- Ensures that the requirements of the relevant international standards are implemented, maintained and regularly reviewed for continuing effectiveness and for improvement
- Ensures staff compliance to the company and customer’s safety rules and regulations.
- Assist Laboratory Manager and/or Operation Executive in monitoring and analyzing service quality leading indicators, results, trends, and performance indicators. Ensuring action plans will address negative trends.
- Assist the Laboratory Manager and/or Operation Executive in the training and development of a professional and productive personnel, identify and conclude on movements of people within the section and for the selection, and recommendation for recruitment.
- Recommendatory authority of corrective action for staff misconduct involving penalties of up to five (5) working days.
- Signs quality documents (e.g procedures, work instructions, list & etc.) as per guidelines of quality system.
- Approves and signs service proposals and Internal control invoice when designated by Laboratory Manager and/or Operation Executive.
- Delegate work assignments of direct subordinates.
- Perform work assignments including but not limited to field testing, confirmatory testing and QC testing during the absence or lack of assigned manpower in any operation areas when needed to meet operation requirement.
- Requesting for cash advance and approving of operation expenses as per guidelines issued under the Financial policies and procedures.
- Ensure compliance to the Group and national policies including but not limited to the maintenance of the Quality, Health and Safety, Environment and Energy (QHSEE) Management System
- Operating to the highest standards of ethics, in accordance with the SGS Code of Integrity.
- Performs other related duties as may be assigned to achieve respective section’s goals or for own personal, or professional training, education or development as programmed by the immediate supervisor.
- Complies with the Quality, Health and Safety, Environment and Energy (QHSEE) policies and supporting objectives including, but not limited to:
- Demonstrates strong obligation to SGS QHSEE policies, procedures and work instructions by actively participating in meetings, projects and events, completes required training, intervenes in unsafe situations, refuses unsafe work, and complies fully with all applicable laws and regulations related to QHSEE.
- Perform appropriately and immediately to emergency situations and assists other staff members in maintaining readiness to respond to emergencies within the workplace
- Disposes or directs the disposal of waste generated as a part of daily work performed in a safe manner and in compliance with the disposal regulations and requirements, and in accordance with SGS Environmental Management System requirements
- Reports all incidents, including near misses and hazards, that may affect the achievement of QHSEE objectives in accordance with SGS Incident Reporting and Management requirements
- Efficiently uses all equipment, including safety equipment, and company owned property in the manner intended and reports any damaged / lost equipment to immediate superior
- Maintains a safe and tidy worksite according to the organization’s 5S program and guidelines
- Maintains awareness of the safety and health related hazards and environmental aspects and proposes action plans to control the risks to immediate superior or QHSEE Coordinators
- Actively participates in incident investigations and risk assessments as deemed necessary by SGS management
- Fulfills the requirements needed in the success of the QHSEE Management System
- Recognizes the potential consequences of not following the established policies, procedures, and guidelines, including not fulfilling the organization’s compliance obligations
Qualifications
- Graduate of Bachelor of Science in Chemistry and/or Chemical Engineering and must be a registered chemist or chemical technician.
- Minimum of four (4) years working experience in an analytical laboratory and/or two (2) years supervisory experience in an analytical laboratory. Experience in an Oil, Gas and Chemical or Petroleum analytical laboratory is an advantage.

- Knowledgeable in inspection and testing petroleum principles in accordance to American petroleum Institute (API) procedures and related standards.
