Operate in all Mozambique provinces, since 1962, with 3 regional offices in Maputo, Beira and Nacala is looking for a  Health and Safety Country Manager , based in Maputo city, with country responsibilities, reporting directly to Country Managing Director, with dotted line to the Sub-Regional H&S Manager-Southern Africa , under the below terms of reference.

Job Description

PRIMARY RESPONSIBILITES:

  • Coordinating the location H&S Managers/Location H&S Coordinators.
  • Managing the Country H&S Top Page.
  • Implementing Global H&S and Local regulatory programs to assure compliance.
  • Linking the Regional H&S Strategy to the country and site activities assuring alignment.
  • Ensure H&S training is aligned with HSMS and local regulatory requirements and is conducted at site level.
  • Ensure operational implementation of Global HSMS and local regulatory requirements through use of global assessment tools and auditing/assurance processes.
  • Ensure effective integration of acquisitions regarding H&S compliance through the mergers and acquisition process.
  • Ensure reporting and management of H&S related incidents, near misses, hazards and best practices in accordance with group expectations.

SPECIFIC RESPONSIBILITES

  • Identify, plan, recommend and complete H&S programs following the Global H&S strategy and applicable business strategies.
  • Align work with  Sub-Regional and Site H&S Coordinators and Managing Director..
  • Create and develop a regional H&S organization to implement the Regional H&S strategy throughout the country.
  • Develop competency of H&S personnel through best practice sharing and implementation of applicable best practices from internal and external sources.
  • Implement and assess the operational status of regional policies and country specific standards to assure compliance.
  • Ensure audits are conducted to assess implementation of H&S Programs and legal compliance with country specific standards regarding Health, Safety and the Environment.
  • Provide H&S support to sites and functions (e.g. Purchasing) during projects; (e.g. during site expansions, new construction, new equipment purchases, new processes etc.)
  • Ensure timely reporting of H&S relevant items including incidents, near misses, hazards and KPIs within the country using Crystal
  • Ensure country implementation of SGS wide H&S activities including Safe Start, Stellar, Safety Month, Quarterly Campaigns, Best Practice Sharing, SGS Rules for Life, Stop Work Authority, BBS etc. and strategic planning
  • Provide Health, Safety and Environmental technical guidance to businesses and and country personnel to assure compliance with HSMS and Country regulatory requirements at the site level.
  • Additional tasks can be assigned to the job holder to support the overall H&S strategy

OPERATIONAL INTEGRITY

  • Ensuring that team members comply with relevant procedures and work instructions.
  • Ensure the correct use of  templates and comply with ISO requirements (9001, 14001, 45001)
  • Investigate incidents and prepare relevant reports.
  • Organiz and participate in safety talks and discussions and provide reports.
  • Ensure that all waste produced by SGS is disposed of in an environmentally sustainable manner and optimize resources to protect the environment.
  • Ensure that stop work authority is applied by you and your team when deemed necessary.
  • Ensure that the company’s Quality Assurance Program is implemented and maintained.
  • Ensure Quality in managing client complaints, data, personnel performance, turnaround and equipment).
  • Manager and evaluate external and internal Client Satisfaction from a service, quality and turnaround perspective.

 

Qualifications

Minimum Requirements:

  • Honor Degree in Environmental or Chemical Engineering or  equivalent in an HSE related field.
  • Minimum of 10 years experience in HSE.
  • HSE certification preferred.
  • 5 years of experience in Leadership, Quality Assurance, Health, Safety and Environmental and Strategic and Business Management positions at national level, preferable in industry.
  • Goals and results orientated.
  • Solid knowledge of finance for non-finance.
  • Excellent public relations and negotiation.
  • Experience in team leading, partnership and change management.
  • Solid experience with ISO's 9001, 14001, 45001 and 17025.
  • Lead auditor training in ISO's 9001, 14001 and 45001.
  • Proficiency in Portuguese and English.
  • Practical computer knowledge from the user's point of view of MS Word, Excel, PowerPoint, CRM System programs (is an advantage).
  • NEBOSH / SAMTRAC exposure.
  • Solid experience in internal and external Audits.
  • Knowledge and experience in project management and strategic business planning;
  • Able to work independently and to coordinate several activities simultaneously.

Ability to: 

  • Understand and explain technical (HSE specific) topics for all levels of personnel.
  • Understand the Country and site contributions to Regional H&S Performance and capability to use existing tools; prioritizing risks and influencing factors.
  • Manage a remote team and to influence without direct reporting lines.
  • Evaluate the accuracy of root cause analysis and the effectiveness of proposed solutions
