Job Description

Responsible for plan, schedule and manage capital projects including studies, environmental assessments and design and construction administration. You will provide overall leadership and direction supporting the development of capital, operating and project-specific budgets.

  • Responsible for budgets and capital projects greater than $200 million, preparing financial forecasts and spending plans;
  • Develop levels of service and implement a long-term planning and construction program for the state of good repair of wastewater treatment facilities integrating long-term major maintenance items into capital projects;
  • Provide overall engineering and business leadership for the operation of treatment processes at the wastewater treatment facilities;
  • Provide technical support for operators (OCWA) to ensure treatment facilities are operated efficiently and that changes are incorporated properly including training, staffing, major maintenance, equipment replacement and asset management requirements;
  • Provide business and technical leadership to internal staff, consulting teams and stakeholders;
  • Risponsible for overall short and long term technical direction associated with all major aspects of the treatment process;
  • Develop major documents surrounding the procurement of services, equipment and contractors.  Assume responsibility for technical superiority in the development of technical and construction level standards and specifications;
  • Assign projects and approve major scope of work changes;

Qualifications

  • University degree in Civil/Mechanical Engineering or related field;
  • Minimum of five (5) years of progressive experience in Water and Wastewater and the Construction Industry;
  • Knowledge of relevant regulations, legislation and the Environmental Assessment process;
  • Knowledge of Public Utility Market relating to Water and Wastewater Industry;
  • Ability to promote, develop and implement new treatment processes and changes to existing processes including partnering with internal and external experts;
  • Knowledge of municipal procurement process and bylaws;
  • Strong financial acumen to manage multi-million dollar budget;
  • Results oriented and proficient in making decisions and managing complex responsibilities;
  • Ability to manage multiple projects, think strategically and identify and resolve issues;
