Job Description

Reporting to the Manager or Program Manager Water Engineering & Reliability, this position is primarily responsible for managing large complex capital projects, typically requiring 3 to 5 years or more to complete. These projects involve large diameter transmission watermains and appurtenances, groundwater and surface water treatment facilities, water pumping and water storage facilities. 

 

Working in collaboration with manager or program managers, define capital project objectives, scope of work, key stakeholders, roles and responsibilities, key deliverables, design approach, detailed requirements, proposed stages and schedules.  Identify project risks and mitigation strategies.  Prepare terms of reference, tender documents for contracts, requests for proposals and evaluate detailed proposals.  Lead Value Engineering assignments when peer review is required to ensure constructability and value.

  • Negotiate with public utilities, conservation authorities, local municipal representatives, provincial and federal agencies to secure required permits and approvals.  Acquire required property working in collaboration with Infrastructure Planning, Real Estate and Legal support staff.
  • Project delivery may also include Environmental Assessment, design, assessment of new technologies/materials, selection and procurement of major process equipment.
  • Review project shut-down, start-up and commissioning plans in collaboration with Manager, Program Manager, vendors, Operations, SCADA, Compliance, Inspectors and Contract Administrators to ensure alignment with contract standards and specifications, service delivery standards and regulatory compliance.
  • Demonstrate accountability, monitor and regularly report and forecast budget spending.  Comply with financial control policies and procedures.  Follow ethical procurement practices, effectively use purchasing services and adhere purchasing bylaw and procedures. 
  • Create and maintain constructive partnerships and relationships with local municipal representatives, conservation authorities, government agencies, water and wastewater industry associations, contractors, consultants, suppliers
  • Assist in the preparation and development of the annual capital budget by identifying new business requirements, infrastructure needs, and process or practice improvements.
  • Identify, recommend and implement changes in the workplace to mitigate or eliminate safety hazards. 

 

Qualifications

  • An undergraduate bachelor’s degree in engineering from a university. 
  • A minimum of 5 years direct working experience in planning, design and construction of municipal infrastructure including watermains, and/or water treatment facilities, pumping and storage facilities. 
  • A preference is given to those with a professional engineer license in Ontario (P. Eng.).
  • Thorough knowledge of water distribution, transmission, pumping, storage and/or treatment processes, design and construction practices, codes and standards. 
  • Knowledge and experience in SCADA, electrical, mechanical and civil engineering related to large scale water treatment and pumping facilities is a considerable asset. 
  • Thorough knowledge of Occupational Health and Safety Act and regulations and the Safe Drinking Water Act and regulations.
  • Strong project management, negotiating, organizational and presentation skills.
  • Proficiency in Microsoft Word, Excel, Microsoft Project, Outlook and GIS.
  • Must have a valid Class “G” license and access to a vehicle.
