Job Description

PRIMARY RESPONSIBILITIES:

  • Consultant to Aid Agencies (e.g. Multilateral or Bilateral Development Banks) through compliance and completeness verification of Procurement Documents submitted by Borrowing/Recipient Countries against specific procurement guidelines.
  • Quality and timely accomplishment and execution of procurement verification and related services as well as special tasks to affiliates or clients.
  • In the absence or as may be directed upon by the Aid Efficiency Services Supervisor, administer the work of Procurement Analysts in order to ensure the quality and the timely issuance of procurement reports to affiliates or clients.
  • Attends to issues related to the handling of documents by Contact Point offices and/or similar issues with clients concerned.

SPECIFIC RESPONSIBILITIES:

  • Reviews the compliance and completeness of the entire procurement processes adopted by executing agencies under Official Development Assistance (ODA) loans in the Procurement of Goods & Works, and the Employment of Consultants against the applicable procurement guidelines of Multilateral or Bilateral Funding Agencies, International Financing Institutions (IFIs) and/or Aid Agencies.
  • Accomplishes both procurement-related and non-procurement-related reports as directed by the Procurement Specialist and/or the GIS Business Manager.
  • Prepares the Procurement Documentary Verification reports using the appropriate templates and basing the observations & recommendations from Guidelines, Handbook, Policies, and Standard / Sample Documents of Multilateral or Bilateral Funding Agencies, International Financing Institutions (IFIs) and/or Aid Agencies.
  • Discusses and clarifies with the Procurement Specialist or the project leader any critical areas of the report.
  • Issues reports to clients within the allocated time.
  • Ensures proper filing of the hard and soft copies of all procurement documents, reports, files and copy of correspondences in the appropriate file cabinets and secure hard drive/s where applicable.
  • Reviews and conducts comparative studies between procurement laws/legislations on a country setting and/or standard procurement documents of any subject country against the procurement guidelines of Multilateral or Bilateral Funding Agencies, International Financing Institutions (IFIs) and/or Aid Agencies.
  • Performs comparative studies and analyses of the guidelines and standard procedures of the various Multilateral or Bilateral Funding Agencies, International Financing Institutions and/or Aid Agencies.
  • If needed, develops Analysis Report on the performance of country portfolios based on findings extracted from Procurement Documentary Check reviews.
  • Participates in conducting Post-Audit Procurement Reviews as commissioned by client IFIs.
  • Prepares relevant technical materials and references to be used for procurement trainings, seminars, workshops or conferences.
  • Keeps abreast with recent updates on guidelines or procedures on public procurement through various means such as memoranda, circulars, press releases from Multilateral or Bilateral Funding Agencies, International Financing Institutions (IFIs) and/or Aid Agencies, governments and other institutions; as well as trainings, seminars, workshops or conferences attended.
  • Actively participates in group programmes (based on affiliation) in the attainment of the team’s objectives.
  • Assists in the maintenance of the Quality Management System.
  • At all times, adopt a safe behaviour by exercising due regard for the health and safety of SGS employees and clients, in line with SGS policies and procedures

Qualifications

  • Bachelors degree holder in Engineering, Science or Technology courses. 
  • With at least 3 years experience on relevant field.
  • Minimum 3 years relevant experience in compliance audit in public procurement.
  • Willing to work in Makati
