Job Description

SUMMARY

The Marine Surveyor will supervise and perform marine inspections for one or different branches. Also performing marine surveys, including vessel draft surveys, barge surveys, on/off hire condition surveys, and product inspections for vessels carrying a variety of dry bulk cargo and petroleum-based products utilizing draft surveying techniques such as draft immersion and on/off hire surveys.

  This role must develop a robust communications network in order to schedule timely draft surveys. The Marine Surveyor must adhere to SGS Health and Safety policies at all times.

JOB FUNCTIONS 

  • The Marine Surveyor is accountable for managing all aspects of the jobs as required and for ensuring that the Regional Manager is kept current and informed on all aspects of the activities that have any direct or indirect impact on financial, quality and
  • Performing vessel draft surveys, barge surveys, on/off hire condition surveys, and product inspections for vessels carrying a variety of products, including coal, fertilizer, cement, steel and petroleum-based products
  • Performing Marine Cargo inspections on a variety of bulk cargo products via vessel and/or barge draft surveys and physical/visual examination, as deemed necessary. Using accepted draft surveying techniques (draft immersion) to calculate quantities of cargo loaded or discharged from vessels;
  • Conducting on/off hire Ship condition surveys, cargo Hold inspection surveys and Bunker surveys for various marine vessel, as applicable in the Trade Industry; utilizing knowledge of ship construction, stability, terminologies and routines., as well as SGS's standard inspection and quality management procedures to conduct marine survey work;
  • Utilizing SGS Patented Draft Survey Tool and SGS standard methods of inspection/reporting procedures to draft survey reports, on/off hire surveys, bunker surveys. Including understanding documents for certificates of weight, certificates of analysis, and certificates of hold cleanliness and tightness, etc.;
  • Providing reports to clients in standard format and in accordance with corporate quality programs, policies and procedures; Using the SIR Platform;
  • Utilizing knowledge of ship construction, stability, terms and routines, as well as SGS’s standard inspection and quality management procedures to supervise conducting marine surveys;
  • Using sophisticated draft surveying techniques (e.g. draft immersion) to calculate quantities of cargo loaded or discharged from vessels, taking into account any changes in weight that may take place during cargo operation;
  • Overseeing cargo sampling and analysis and inspecting cargo holds;
  • Using SGS specialized methods and reporting procedures to develop draft survey reports (including certificates of weight, certificates of analysis, and certificates of hold cleanliness and tightness);
  • Liase with terminal and warehouse personal for execution of inspections;  Communicate and give direction to the administrative/branch staff regarding inspection details
  • Providing expert opinions and guidance to clients on hull, cargo damage, cargo holding cleanliness and overall risk assessment to minimize the client’s financial risks and liability;
  • Utilizing sampling and analysis methods and techniques to perform product/cargo inspections and ensure adherence with safety and environmental standards.

Qualifications

EDUCATION AND EXPERIENCE

  • Associates degree required AND
  • 4+ years of experience as a Marine/Cargo Surveyor. Required
  • Previous demonstrated experience in harbor operations. Required
  • Must have a Bachelor’s degree in Marine Engineering, Structural, Chemical, Naval, Mechanical,Civil Engineering, Mining or related field, plus 4+ years of experience in the job offered or in an occupation which includes required experience/skills. Preferred
  • Experience must include four years of experience in marine surveying methodologies; four years of experience with performing marine surveys, including vessel draft surveys, barge surveys, on/off hire condition surveys, and product inspections for vessels carrying a variety of dry bulk cargo and/or petroleum-based products; Preferred
  • 4+ years of experience utilizing draft surveying techniques such as draft immersion to calculate quantities of cargo loaded or discharged from vessels, taking into account any changes in weight that may take place during cargo operation; Preferred
  • 4+ years of experience with inspecting vessels’ overall construction, machinery, equipment and cargo to insure they meet governmental and international maritime and environmental regulations; Preferred
  • 4+ years of experience overseeing cargo sampling and analysis and inspecting cargo holds; Preferred
  • 4+ years of experience with logistic management including vessel, terminal, charter party, cargo supplier, agent and customer; Preferred
  • 4+ years of experience preparing and reviewing draft reports to clients in accordance with industry programs, policies, and procedures; Preferred and

4+ years of experience with consulting dry bulk shipping clients on stowage and carriage of specialized cargoes. Preferred

Quality Systems:

  • Ensures that all work follows and in compliance with SGS Quality systems and that quality targets are maintained.
  • Accountable for familiarizing oneself with the Quality Manual

  • Ensures the maintenance of documentation as required by the quality system and the documents in use are current.

  • Traceability of all data outputs, which includes emails, documentations, calculations, etc.
  • Timely analysis of round robin and proficiency samples

Customer Satisfaction:

  • The Marine Surveyor is accountable for the delivery of data to achieve Client Satisfaction by maintaining production and specified turnaround targets.
  • Manages production to meet turnaround times by scheduling requested jobs.
  • ensures optimum staff levels/shifts, adequate supplies to achieve turnaround times, quality, SGS standards for production, and financial performance.
  • Ensure customer case log is maintained to the expected standard and corrective actions are taken to rectify any issues related to client cases / complaints. Monitors up and down trends of cases.
  • Informing Regional Manager of potential Claims and timely gathering necessary information.
  • Assist National QA Manager with annual customer surveys by collecting all customer contacts.
  • Regular communication with clients for feedback and implement improvements to provide “Best in Class” service.

Personnel Management:

  • Ensures the training needs of staff are met and training records are maintained.
  • Maintains a motivated workforce. Promotes a team environment among staff.
  • Conduct timely performance reviews for employees. Sets goals, reviews direct reports job performance, and assesses training needs at least once annually
  • Responsible for advising the hiring best performers for the team together SGS Recruitment team
  • Monitors man-hours and approves over-time accordingly, adding additional staff only where workload and financial performance can support it.
  • Scheduling annual vacation to have minimal affect on business performance.

Technical Services

  • Competent in performing all responsibilities of the Marine surveyor
  • Provide technical and operational leadership and guidance to all field and surveying staff.
  • Review of analytical data. Reporting on-site results of Draft Surveys, complete Mates Receipts, and Report findings to the clients
  • Perform quality control checks on the instruments and draft survey tools.
  • Complies and ensures that all work follows Quality systems and that quality targets are maintained.
  • Ensure that the quality of data, current methodologies and the execution of the methods are following the current accreditation under ISO 9001 /17020.
