Job Description
The Red Gate Group is seeking a mission-focused Financial Analyst SME to join our team in support of the Defense Intelligence Agency (DIA) Chief Information Office (CIO), Cyber and Enterprise Operations Division. This role is integral to the planning and execution of high-impact cyber and enterprise operations projects, providing strategic financial oversight and expert-level support to the JWICS Program Office.
As a trusted advisor, you will drive financial decision-making by developing actionable insights, managing complex budgets across fiscal years, supporting budget reviews, and guiding acquisitions through the Planning, Programming, Budgeting, and Execution (PPBE) process. You will work closely with program managers, contracting officers, and senior leadership to ensure that DIA’s cyber initiatives remain aligned with both operational priorities and fiscal constraints.
Key Responsibilities:
Lead the development, analysis, and execution of multi-year spend plans, budgets, and financial reports in alignment with DoD PPBE processes
Analyze and track financial activities, authorizations, appropriations, and expenditures across numerous projects
Provide financial forecasting, cost-benefit analysis, and procurement recommendations to maximize mission impact within budgetary limits
Prepare comprehensive briefings, charts, schedules, and documentation to support budget reviews and senior leadership engagements
Perform market research and pricing assessments to support acquisition strategies and cost-effectiveness
Collaborate on the development of Statements of Work (SOWs), standard operating procedures, and program documentation
Serve as a financial advisor to program managers and contracting teams, ensuring all decisions are data-driven and fiscally sound
Monitor, evaluate, and report financial health and risks across cyber and IT programs
Qualifications
Active TS/SCI clearance with CI Polygraph
Bachelor’s degree in Finance, Accounting, Business, Economics, or a related field (or equivalent experience)
7+ years of specialized experience in DoD financial management, acquisition, or procurement
Expert knowledge of PPBE, federal contracting methods, and financial lifecycle management
Proficient with Microsoft Office Suite, especially Excel; experience with financial modeling and data analysis
Strong analytical thinking, written communication, and presentation skills
Ability to handle ambiguity, prioritize competing tasks, and produce high-quality results under pressure
Prior consulting or business advisory experience in a federal or defense environment preferred
